Agriculture is the footstone of national economy, affecting the sustained and stable development of the socio-economic. However, traditional agriculture can not meet the needs of modern socio-economic development. Inevitable way to develope modern agriculture is to improve the contribution rate of technological progress.Increasing investment in science and technology, optimizing resource allocation, improving capacity of agricultural scientific and technological innovation, promote agricultural technology to become an important support of the development of modern agriculture.How to optimize the allocation of resources of agricultural science and technology has become an urgent problem.This paper takes economics, management and geography as the theoretical basis. By qualitative and quantitative methods,it analyzes the allocation state of agricultural science and technology resource in Zhejiang Province, measures the innovation capability of agricultural science and technology in different cities, estimates the allocation efficiency of agricultural science and technology resource, and examines the relationship between science and technology investment and agricultural economic growth, finds main factors affecting optimal allocation of the agricultural scientific and technological resources. On this basis, it puts forward measures and suggestions to optimize the allocation of agricultural science and technology resources. Followings are the conclusions:(1) Zhejiang agricultural science and technology resource allocation capability and resource inventory has been greatly improved, significantly enhance the innovation capability. Compared with other industries, the allocation of agricultural science and technology resources is still relatively scarce, and the distribution is very uneven. Hangzhou, has gathered more than60percent of the province’s agricultural research institutions, agricultural science and technology resources. The stock and innovation capability gap between northeast of Zhejiang and southwest of Zhejiang is widening.(2) In addition to Jiaxing City, there may be more serious redundant in science and technology resources allocation. The science and technology resources allocation efficiency of Zhejiang Province agricultural research institutions is overall higher. This paper takes agricultural research institutions of Zhejiang Province as the research object, selects the agricultural scientific and technological resource allocation index system, calculates the correlation among the indexes, and then we use the C2R model in the DEA to estimate that the agricultural research of the11prefectures and cities in Zhejiang Province in2008institutions of scientific and technological efficiency of resource allocation, and adjust to optimize DEA invalid cities.(3) Based on time-series studies to analyze the relationship between the scientific and technological resources and the agricultural economic growth. It shows that there is a positive correlation between agriculture economic growth and agricultural science and technology talent, agricultural R&D funds, etc.. Compared with technological finance fundings etc. indicators, agricultural economic growth have stronger correlation with agricultural science and technology talent, especially the number of scientists and engineers per million.Based on the conclusions, the paper combines the market and planned hybrid configuration theory and the property rights theory to put forword a new path to optimize the allocation of agricultural science and technology resources.
