The Research On Allocative Efficiency Of The Zhejiang Regional Science And Technology Resources

Nowadays, science and technology are developing faster and faster, and with the coming of the Knowledge Economy Age, science and technology resources has become the first resource, which plays a more important part in the competition of economy. The total quantity of science and technology resources is limited, thus how to make full use of the science and technology resources and to increase the allocation efficiency has becoming the concern of countries or districts all over the world.As an economically advanced province, Zhejiang is an important section of Yangtze River Delta, the developing speed of its science&technology, economy and society plays a particular part in the Yangtze River Delta Region and even all over China. As early as in1992, Zhejiang came up with the strategy of promoting province through science and education, the investment in science&technology resources is increasing steadily and rapidly, but the increment in amount only can not fulfill the requirement of the development of science&technology, and the allocation of science&technology resources is not so good as expected. Based on this background, the study on the allocation and efficiency of science and technology has a great significance in promoting the development of science&technology and the society&economy as well.Based on the study of regional allocation of science&technology resources theory, taking the science&technology in Zhejiang province as the study subject, after studying the status in quo of it, using DEA method to study and analyse the allocation efficiency of science&technology resources:Firstly, this paper introduced and cleared the related notion of science&technology resources and its allocation, and made a particular description of the allocation efficiency of science&technology theory. Secondly, taking Zhejiang province as the study subject, this paper made an elaborate comparison and analysis of science&technology resources in the11prefecture-level cities of Zhejiang, and at the same time, this paper made a comparison of Zhejiang and7other provinces in China. Then, taking the11prefecture-level cities of Zhejiang as the study subject, established proper evaluation index system and used DEA method to evaluate the allocation efficiency of the study area, through the study, this paper made conclusions as follows:①Compared with other provinces in China, the total amount of science&technology resources in Zhejiang province is in a high level, however, there is still can not fulfill the requirement of the economic development.Generally speaking,the more advanced the economic is, the more amount it will invest, and vice versa.②In all, the allocation efficiency of science&technology resources in Zhejiang province keeps in a high level, but the differences among the11prefecture-level cities are huge, and the allocation efficiency does not has a significant relationship with the allocation scale.③Take the high and new technology industries as the study subject, evaluating the allocation efficiency of the industrial which belongs to it, and it proves that the science&technology resources allocation efficiency stays in a high level, and the differences among the industries are tiny.④The enterprises have become the principal part of the science&technology allocation, and become the main part of the science and technology innovation activities in Zhejiang province. Finally, both from the point of view of human and financial resources of science&technology, the paper proposed some countermeasure to optimize the allocation and increase the allocation efficiency of science&technology resources in Zhejiang province.
