Study The Rural Public Good That Is Under The "the Basic And Public Service On An Equal Footing Turns" Angle Of View Supplies

The supply of public goods in China is experiencing a transformation from a binary system to an integration one between urban and rural areas.The supply of public goods in rural areas of China has been inadequate seriously under the long-term binary system.The core of new rural areas construction is to reconstruct the traditional agriculture and rural areas with modern civilization as the standard.It basically requires that the supply of public goods in countryside is the strategic stress in developing modern agriculture, highlighting the position of agricultural as a kind of public good.Developing rural areas and serving the farmers are not only an awareness of human-oriented concept but also a choice of the modern strategy of the whole nation.For this purpose the public service organizations in countryside must be perfected and its functions strengthened,to ensure the operation by institutions.This research which adopts questionnaire and individual case inquisition to collect data investigated the status quo of public goods supplying in Xiantao City Hubei Province,and analyzing it from an angle of sociology.It found the main causing factors and problems,exploring primarily the optimizing the structure of rural public goods in an angle of equal public service.This thesis is totally divided into four parts.The first part elaborates the purpose and significance,literature summarize,theory basement,hypothesis and basic conception, content of this research as well as its method.It also presents the screening of the samples and its features.The second part discusses the present condition of the supply in rural areas.It concludes the character of the basic structure,the cognition of demand structure of rural public goods and the degree of satisfaction of people to the public service.The third part analyses the factors influencing the demand of rural public goods.The factors about the degree of satisfaction to peasants are such as earning level,culture degree, demand preference of the village cadre and common peasants,requirement to the new public service,publicity of the village business,the relationship between cadre and people,living condition in the village,system construction and so on.The fourth part considers the demand of public goods under the view of modernization rationally.Under the mode of administration management in government innovation,it discusses the advancement to extend the local function,transformation the local service function from the two feedback ground,and the development route of the integration between the rural and the urban.It analyzes and reflects the general condition of public supply in rural areas. We think that the degree of satisfaction of people to the local public service is not high, the main associated factors are the disequalibrium of supply-demand and regional structure,of those the one-polarizaton of supply subject is the main reason.Hereby, this thesis probes into the essential countermeasures for the supply of public goods by the angle of basic public service equalization in Xiantao rural areas,Hubei Province.
