Food safety is a critical global problem which is corrected with social political stability, economic prosperity, and health of human being. The ISO22000:2005standard was published by international Organization for standardization (ISO) in September,2005. The document was focused on ensuring the safety of food supply in the world.The ISO22000:2005standard included all demands on Hazard Analysis Critical Control Point (HACCP) system, especially emphasizing the importance of prerequisite program, operational prerequisite program. Therefore, the key component of ISO22000food safety management systems was the effective combination of control measures-HACCP system, prerequisite program, and operational prerequisite program,ect.This study established a scientific and systematic food safety management systems depending on while the principle of ISO22000:2005, the demands of consumers and misgurnus anguillicaudatus importing countries, and the long term practical misgurnus anguillicaudatus feed producing experience of jiuzhou limited corporation. Through the analysis of feed comprehensive processing technology and hazard points, hazard assessment, evaluation, and selection of control measure, key hazards of misgurnus anguillicaudatus feed production were identified. Five control points were regarded as critical control points(CCPs). In the mean time, the critical limits and the corresponding preventive actions were established; The HACCP plan, prerequisite program, operational prerequisite program and procedure document were incidentally established and implemented. The hazard of the misgurnus anguillicaudatus feed could be effectively prevented, reduced, even eliminated to an acceptable level through the suitable combination of HACCP system, prerequisite program, and operational prerequisite program.From four different points, such as organization of self-assessment, consumer assessment, evaluation of certification bodies, and evaluation of product inspection, the effect of ISO22000:2005food safety management system was identified. It was indicated that quality safety management had been improved, hazards in feed were effectively controlled. After the implementation of ISO22000:2005, product qualified rate was improved from97.8%to99.5%, cnosumer satisfaction rate was also increased from83.3%to87.8%. On the other hand, mold counts in feed was reduced from3.2×102cfu/g to1.7×102cfu/g, chlortetracycline residues in feed was reduced from14.1μg/kg to3.4μg/kg. Both our company’s misgurnus anguillicaudatus feed and the feeding misgurnus anguillicaudatus were qualified on the requirements of inspection and quarantine.All the abovemented achievements showed that it was very effective to apply ISO22000:2005food safety management systems on feed production for misgurnus anguillicaudatus export.This study emphasized on the discussion of formulation and implementation of HACCP plan, prerequisite program and operational prerequisite program. The result was a good example for safety feed production and feed production enterprises to establish the ISO22000:2005food safety management systems and other scholar’s further research.
