Research On Separation Of Present Urban Housing Security Object

The reform of housing system has led to an unprecedented prosperity of real estate yet amount of housing problems to our society. These days, with the persistent rise of urban housing prices and wishy-washy control of housing policy, the price of housing has gone way beyond which the most mid and low income urban families couldn’t afford, and the housing security has become the important way to solve their housing problems. But, through the situation of implementation, there is still many problems in the urban housing security system of China. Especially, the unreasonable separation of urban housing security object is one of the most prominent problems.As we known, people who enjoy the welfare of the housing security also is the basis for the government to formulate the security system, so it’s necessary to separate the housing security object reasonably and scientifically. However, the quantity and quality of the research on this area are not enough at present, the lag of the theory is still existed. In this paper, the housing equity theory is the main basis which is also combined with the housing security theory and the theory of housing filtration. Based on this, the article tries to make a specific analysis about the development of urban housing security system and its object. After that, the paper will discuss the current situation of the main measures of urban housing security and point out the problems that are produced by the unreasonable separation of urban housing security object, just like the limited security coverage, disordered security object, loss of the sandwiched class’ housing security and so on.In order to separate the object of urban housing security reasonably, the paper chooses the residual income and price-to-income ratio to calculate the correct scope of housing security coverage in Nanjing. By calculating, the urban housing security object in Nanjing includes minimum income families, low income families and lower-middle income families, which account for40%of urban families. Then, on the one hand, according to the influencing factors in separation of housing security abject, we need to define the conditions of income level, housing level, household register, which the urban housing security object has to have. On the another hand, we need to distinguish the families in the coverage of urban housing security according to the features and object of elementary measures in housing security system and analyze the different housing demands of these families. At the last part of the paper, it brings forward responding policy and advice about how to separate urban housing security object reasonably. First, we will have to abide by several rules when separating the urban housing security object, like combination of equity and efficiency, properly housing security, dynamic regulation and environment-concerned treatment. Moreover, we must try to develop declaration system of income and property, housing savings system, rent and sale system of affordable housing, which can help us to separate the urban housing security object reasonably. In a word, the final purpose of the research is to improve the urban housing security system and solve the housing problems of mid and low income urban family gradually.
