Housing affordability is the index of testing whether the average price of housing beyond the affordability of the average residents. According study of the affordable housing price, it is helpful for government to better procect the housing rights of low-income residents, to macro-control market price of housing. With the rapid development of China's economy and the housing markets, and gradually improvement of quality of life, housing prices have soared in the state. The higher of the housing price, the more power of the low-income families. With the vigorously promiting of harmonious society, whether the low-income families can afford for the housing in our country becomes the hot issue of every community concerns.Using the index of price ratio that recognized by international, this paper analyzes the affordable of low-income families of Xi'an through the study of related data domestic and abroad amd China's national condition. Fist, this paper analyzes the course of policy of affordable housing in Xi'an; secondly, considering the revenue growth, using the dynamic method of housing price ratio to establish purchase model according the housing consumption of low-income families and their purchase financing, and then calculating a reasonable range of the price of affordable housing in Xi'an; thirdly, based on the data of "Xi'an statistical yearbook "between 2001 to 2009, it analyzes the housing affordability of low-income in Xi'an:calculating the highest average price that can be afforded by low-income families, comparing it to the cost of developers,the average price, and then coming that it is impossible for the low-income families to purchasing affordable housing, and the profit of developers exceeds that government regulated. Finally, give some policy recommendations for government of Xi'an to improve affordability of low-income residents, and ensure the healthy and stable development of affordable housing market. |
