Research On Evaluation Of Competitiveness Of Independent Technical Standard Based On The Lifecycle Theory

In the context of economic globalization, the function and strategic position of technical standard have become increasingly prominent. Standard competition is an important means for developed countries and their enterprises to keep their monopoly status on technology and excess profit. In recent years, China also attaches great importance to the independent innovation and standardization.Many independent technical standards have been established successively under the support of the government. However,as the standardization work started late in China, these independent technical standard can not prevail over the other international standard in the competition, their standard competitiveness appear weak.Therefore,in order to find the link which caused the weakness of standard competitiveness and to improvement it, we need to find factors that influenced the competitive of independent technical standard and establish evaluation system to evaluate the competitiveness of standard.These are of extremely significance for improving the competitiveness of independent technical standard competitiveness in our country.First, by readting a large number of related books and literatures,the author has defined the concept of the competitive of independent technical standard and realized the characteristics of subjects and the important role in China’s economic develpoment. To make sufficient theoretical preparation for the further research,the author also reviewd domestic and international documents about the independent technical standard,the competitiveness of technical standard and its evaluation, described the technical standard economics theory, the core competitiveness theory, and the life cycle theory.Secondly, the author analyzed the competitiveness of independent technical standard on the basis of previous studies.By unifing the life cycle theory and independent technical standard,three stages of independent technical standard has been made,which are Standard developing stage, standards implementation stage and standard diffusion stage. Meanwhile,the author analysised the factors which influenced the competitive of standard in each stage of standard, and summarized technology, market, alliance, government four key influence factors of the competitiveness of standard.Then, according to designed principles of evaluation system which evaluate the competitive of independent technical standard and the results of competitive analysis of independent technical standard,the author selected twenty indicators,and constructed the evaluation index system,which is qualitative and quantitative, from the three stages.When determining the index weight, AHP with three scale has been chosen;When determining the evaluation method, the method of fuzzy comprehensive evaluation has been chosen.Finally, the evaluation system of the competitiveness of independent technical standard this paper constructed was applied to TD-SCDMA standard, the competitiveness of the standard and the competitiveness of each stages. And through the analysis of evaluation results,countermeasures in each stage to enhance their competitiveness have been put forward.Meanwhile,from technology, market, unions and government four Angle, proposals to improve the competitiveness of standard have been put forward.The result of this paper is a beneficial supplement for the research of the independent technical standard in our country, which has good reference value for improving competitiveness of independent technical standard in our country competitiveness.
