Under the current new normal of China's economic development,the level of urbanization is constantly improving and the society also puts forward higher requirements for the government's public services and project construction.Public-private partnership model(PPP)because of its private sector funds can be introduced into the public domain in order to reduce the pressure of government finance,widely used in recent years,the PPP pattern of the stability of stakeholder cooperation need reasonable risk sharing and proper distribution of interests,but in the process of implementation of the government and social capital for their respective administrative status differences in risk sharing and profit distribution there is a certain deviation.For urban rail transit PPP projects with large investment and far-reaching influence,how to formulate reasonable risk sharing mechanism and appropriate benefit distribution scheme is the key to ensure the success of the project.Firstly,this paper reviews the domestic and foreign literature on PPP project risk sharing and benefit distribution,and expounds the relevant theoretical basis.Secondly,according to the PPP project risk allocation process,hierarchical holographic modeling-the work breakdown structure theory(HHM-WBS)of the PPP projects of urban rail transit a multi-angle,multi-dimensional and multi-level risk identification in detail,through the key risk factors classification screening 48 kinds of identified risk factors,set up about six stages of PPP project risk factor index system,and using fuzzy analytic hierarchy process(quantificating empowerment for indicators;The Shapley value model is used again to study the benefit distribution of urban rail transit PPP projects.By introducing correction factors such as investment proportion,risk sharing,effort level and urgency,the revised benefit distribution scheme is calculated to make the distribution scheme more reasonable.Finally,based on the actual case of urban rail transit PPP project,the above-mentioned risk sharing model and benefit distribution scheme are verified.The research conclusion can provide practical reference and reference for similar urban rail transit PPP projects,and the future research prospect is proposed.
