On Circulation Of Right To Use Rural Land Resource In Hunan Province

The rural household contract responsibility system has adjusted production relations, mobilized farmer’s enthusiasm and creativity and greatly promoted the development of agriculture and the rural economy since the beginning of reform and opening up.It was a creation of the rural land reform. With the continuous development of the rural economy, small and scattered household contract responsibility system can not meet the needs of the rapid development of countryside.On the one hand, it went against modern agricultural science and technology achievements on improving agricultural productivity;on the other hand, it hindered the optimal allocation of land.It has become the main obstacles of rural economic development, agricultural modernization and scale operation. Then, the key of solving this problem is to reform the unreasonable land system. What’s more,it is significant to establish reasonable and effective land circulation system under the premise of perfecting rural land ownership.This paper analyzed the present situation of rural land circulation, the existing problems and the causes of problems in Hunan.Hunan province is a big agricultural province in central China. In recent years,it has promoted the rural land circulation on account of rural labor transferring, agricultural structure adjustment and supporting by existing law. Hunan rural land circulation has characterized by various patterns, faster pace,broader range and circulation subject changed from single to multiple. The land circulation has effectively promoted benefits of scale agricultural operation and agricultural modernization. It has obviously effect on increasing agricultural efficiency and optimizing the allocation of resources and increasing peasants’income. However, it is seriously block up of rural land circulation because of property rights not clear, management vacancy, rural land circulation market insufficient and the low level of rural social security system at the same time.This article explainded practical experience of rural land circulation in the France,Japan,Tai Wan province and Zhe Jiang province. The purpose of rural land circulation in these countries and regions is to expanding the rural land scale operation.Market itself can not fully realize rational Rural land circulation reasonably. Land circulate reasonably only if the government does intervene. In protecting farmers’rights, the government have given high attention.These practice experience will be illuminating to Hunan.It used comparative analysis, the qualitative analysis and quantitative analysis method combining. Then, the rural land circulation countermeasures has put forward in this paper. The key to promote rural land circulation in Hunan province is to perfect the rural land property rights system, strengthen the government supervising function, establish public service function of rural land circulation, improve the rural land circulation market system and improve the rural social security system.
