Land is an important material base for farmers as well as the basic means of agricultural production.Moreover, land is a core problem of the “issues of agriculture”. Rural land circulation is the necessary requirement for our country to realize agricultural modernization, because rural land circulation can realize scale management of agricultural production and get optimal allocation of land resources. Besides, it is also an important means of transferring rural surplus labor. Promoting the rational circulation of rural land has vital significance to our country social economy sustainable development.Marx's property right laid a solid theoretical basis for us to study land system. Marx thinks land property rights consists of the ultimate ownership, possession of land, land use,land usufruct and the disposition of land and inheritance and so on, which played an important role in the enlightenment to our country land system research. In the current construction of new socialist countryside in our country, to deepen the reform of the rural land system has become the inevitable trend of rural social economic development. By referencing the ideas of Marx's property rights, we could study the historical changes of the rural land system in China in theory, so as to explore the inherent law of the development, to better understand the land system of our country deeply.In recent years, in order to better promote the land circulation in our country, a series of relevant legal policies was promulgated, which has greatly promoted the construction of the institutionalization of the rural land circulation, making the land production become scale and industrialization. But in the actual operation of rural land circulation, there are still relatively difficult problems, including the nonstandard land circulation, unbalanced regional circulation,rural legal rights and farmers' interests are harmed, and so on, which all have negative effects on the scale of rural land circulation and the guarantee of the farmers' interests. At the same time, the rural land circulation in our country is greatly hindered.To deepen the reform of the rural land system is not only directly related to the vital interests of farmers, but also is closely linked to the construction and development of economy in our country. Despite a lot of problems still exist in the current rural land circulation, and many factors restrict the rural land circulation, we need to research andanalyze these restriction factors of in-depth, and put forward more effective countermeasures from the perspective of macro and micro to strengthen the functions of grassroots government agencies. Moreover, the role of government agencies should be deepened, and the reasonable and orderly land circulation of farmers should be guided. By constant innovating the methods of land circulation, the large-scale rural land circulation in our country could be achieved, and the development of socialist agricultural modernization process in our country could also be promoted.
