The Research On Employment Effect Of Industry Conversation In Resource-exhausted City

Resource-exhausted cities are special cities,whose developments depend on the exploitation of different natural resources. As fundamental energy and raw materials bases, during a long time,Resource-exhausted cities have made a great contribution to Chinese industry and national economy . However, the natural resources of the cities are not used constantly, and the exploitation has reached the late stage, which causes a series of social problems, such as exhaustible resource, industry downturn, ecological deterioration, lagging city development, distorting industry structure, unemployment, etc. these problems that are likely to constrain the development and social stabilization of the areas are becoming crucial issues for constant progress for the entire country, So, the transformation of the cities and the establishment of the new dominant industries are most important approach for constant development.The employment is the primary problem during the transformation of the resource-based cities. With adjusting the industrial structure in the transformation, the employment structure changes a lot. On one hand, the workers of traditional resource- based firms will lose their jobs because of these firms went bankruptcy, on the other hand, there is a large demand for high quality workers based on continuous industry development. But, a number of unemployment, low quality, single employment structure and conservative work conception bring about increasing laid-off workers, and causes job vacancies and unemployment coexist, which is the key factor to impact the transformation of the cities. Therefore, It is rather significant to study and analyze the influences of the cities transformation on the employment, and give some suggestions to adjust and optimize the industrial structure for the joint development of the economy and employment.Taking the city of LiaoYuan as a example,this paper,according to the industrial transformation of Liao Yuan,analyzes the employment effect of the resource-based cities based on literature. The paper has five parts: Chapter one is introduction with the setting and significance of the topic,literature review,content and method. Chapter two summarizes relative theories, introduce key conceptions, and analyze the necessity of the industrial transformation of the resource-based cities. Chapter three analyzes the status of Liao Yuan and the transformation policies, and finds some problem. Chapter four studies the impacts of the industrial transformation of Liao Yuan on its employment from labor supply and demand, and the influences of three industrial employment structure, the partial three industrial structure on its employment, and give the reason for the deviation of the three industrial structure. Chapter five proposes some suggestions to increase the employment during the he industrial transformation of the resource-based cities.
