Resource-exhausted cities have sacrificed and contributed a lot to the development of our country,however,with the development of those cities and decreasing of the resource reserves,the social contradictions of the resource-exhausted cities become increasingly prominent and the transformation is a matter of great urgency.As the same time,the performance evaluation will become the focus of research for the domestic and foreign scholars and experts.Based on definition of the relevant concepts,the author has put forward the fundamental theory of this thesis,stated the inevitability and analyzed the current situation of the transformation of resource-exhausted cities.Although certain achievements have been made,the current situation remains severe and the problems of transformation are still outstanding.But through the research,the author found that the five factors which effect the transformation of resource-exhausted cities are as follow: economic structure,ecological environment,resource,social stability and scientific and technological innovation.We can construct the performance evaluation system for the transformation of resource-exhausted cities according to these five factors and evaluate through rational methodology: entropy method.Combining theoretical research with empirical analysis and using the normative analysis,comparative analysis method,literature analysis and so on,the author has made a research on the performance evaluation of Jiaozuo city about the transformation of resource-exhausted cities with the developing life cycle theory of resource-based cities and theory of circular economy,has brought forward some countermeasures and suggestions so as to set a reference for the transformation of other resource-exhausted cities.
