Research On Optimization Of Program Organization Structure

Rational selecting of project organization structure directly related to the success of project. On the basis of the contingency organization theory, organization structure is adjusting according to the project organization surroundings. The characteristics of program management differ from project management in several ways. Program organization structure should not simply apply project organization structure. This thesis researches on the optimization of program organization structure based on aforementioned ideas.This thesis studies disintegrates four crucial problems based on existing literature and research achievements: A. difference analysis between program and project, difference analysis between program management and project management; B. difination of program organization structure; C. difination of organization structure design elements; D. optimization method confirmation of program organization structure.Firstly, on the basis of literature review,this thesis summarizes several organization problems of program management. Such as of program manager role and responsibility is unclear, information transfer and communication are not smooth, etc.Secondly, this thesis introduces some relative theories, analyzing the characteristics of program management, and integrating the functions of program management office.Thirdly, according to contingency organization theory, combining with organization structure design elements, and taking the role of program management office in strategic management, this thesis discusses optimization path of program organization structure.Fourthly, program management office plays an important role in program organization structure. This thesis analyzes internal elements of program management office and points out its internal structure mode based on"project controlling"theory. The internal structure mode includes focus two parts: program coordination center (in charge of projects coordination) and program information center (in charge of formulation of program management standards and information management).Finally, according to the requirement of information management in program environment, by analyzing information flow of organization structure, this thesis establishes program information center from the perspective of its function and information transfer.
