The Study On The Program Management Of The Engineering Construction Project Bidding In China

At present, bidding system has been mainly implemented in the engineeringconstruction field, which is one of the main ways of contracting project. And thiskind of way has been completely used in domestic and international major projects.After years of development, it has become a more mature way of engineeringconstruction project bidding and it is an important symbol of mature engineeringmarket. It is not only for the owner to choose the best construction units, and caneffectively reduce the construction cost, improve the market efficiency. The essentialcharacter is “openness, fairness, justice and competition”.Since the bidding law of the People’s Republic of China was implemented in2000, the bidding system has been playing an increasingly active role. Practice hasproved that the bidding system is not only an efficient way of contract, and it is aneffective method for improving the market efficiency and optimizing the allocationof market resources.In the thesis I first describe the research status of tender and bid activities athome and abroad, elaborate the basic concept of the tendering and bidding forengineering construction projects, and then introduce the present situation of thebidding and tendering procedure management for the engineering constructionproject in our country, including the construction situation of our countryengineering construction project tendering and bidding legal system. In terms ofcoverage, since China’s reform and opening up, our country has been constantlyexpanding the scope to carry out the bidding activity. Till2004, the nationalcoverage reached95%. And finally I introduce our country engineering construction project tendering and bidding standard procedures: the bidding preparation phase,the bidding implementation stage, the bidding calibration phrase and so on. Itmainly analyzes the problem of our country’s engineering construction projectbidding and tendering procedure management: bidding loopholes in the legal system(the law is not clear, administrative interference is too large, legal constructions lag,illegal punishment is lack), the phenomenon of illegal operation exists in theexecution level(the tenderer to circumvent bidding, in parts, collusion, illegalmethods for winning, the imperfection of the agency), the technical problems in theprocess of bidding (lack of effective pre-qualification methods, scientific evaluationmethods and normative tender documents), absence of regulation in the tenderingand bidding activities of engineering construction projects,(Bidding supervisionsystem has many flaws and loopholes, the bidding documents are checkedinadequately, the bidder credit is lack of supervision, the evaluation expertadministration and supervision system is not perfect, the binding force of supervisionmeans is weak) etc.Based on all the aspects of the problem in combination with the engineeringconstruction project in our country to appear in the actual implementation process,this article analyzes our country engineering construction project bidding andtendering process management in different stages in detail and proposes suggestionsto perfect the management: Perfect the construction of relevant laws and regulationsabout our country engineering construction project bidding, promote ruleconstruction while constantly improving market credit level, provide legal and creditsupports for the market development, increase the intensity of illegal punishment,improve and perfect the bidding program, regulate the bidding behavior of both sideswith specification process management and credit supervision, strengthen thesupervision to the agency, improve the business level of the agency, with the annualevaluation system eliminate unqualified institutions, improve the bidder’s pre-qualification system,the review process is open and transparent, from theaspects of closing the assessment marked district, selecting experts confidentially,related party to shun, evaluating with information, strengthen the management of theevaluation process, improve the bidding supervision mechanism, etc.
