With the continuous development of global economy and the management theories, project management (PM) as a branch of management science, has become a systematic, overall body of knowledge. Human resource management (HRM), which is a crucial part of PM, effects dramatically on smooth implementation of projects. Due to complex domestic economic environment and various organizational structure and culture of different companies, HRM of PM may appear many problems, which would hinder the implement of projects.This paper takes the instance of the project of building the operations team of S company, which is one of the projects of the building training center of S company. From the basic theory of HRM and PM, it proposes the personal viewpoints of four modules of the HRM. Combined with the HRM issues encountered in project implementation, it raises the optimization scheme. It connects the post and capabilities, improves team performance evaluation system of incentives, solves the problems of illegibility of HR planning, regardlessness of capabilities and responsibilities, shortage of team building and assessment and incentive and so on.HR is the most difficult one to be managed of the organization, mainly manifests in its uniqueness and uncertainty. Good HRM will improves organizational performance and personal growth. This paper refers to research in the management of each management mode and management theory, points out optimization proposals of HRM of the building training center of S company, poses the scientific solutions of HRM projects, provides the scientific basis of HRM, which could be the theoretical research and guidance of later teams.
