With the development of information technology and the tendency of economic globalization, humanity has entered the information society; China’s economic development is an unprecedented way into the mainstream of the global economy, which has brought China’s economic and social spheres of management changes. Static over the past few decades that management has been unable to adapt to the new needs of economic development, project management is becoming improve management; enhance the management efficiency of modern management tools. China tobacco sales network after10years of effort, has achieved a means of circulation, distribution and circulation layout of modern technologies, China has solved the operating mode of cigarette sales network problems. But China’s accession to the WTO, the monopoly of the cigarette market circulation pressure, the first retail outlets to get more information for its use, in order to truly grasp the initiative in the market.But the tobacco industry is currently implementing the program management model, in the fierce competitive environment, in order to collect information through retail outlets to improve the operation of the project management level marketing industry, we must first solve the project’s own lack of systematic rational analysis, the lack of evaluation of the effectiveness of project implementation feedback and other practical problems, making the retail terminal to get the correct information collection project evaluation and continuous improvement for the project comments, and accumulated experience in similar projects. Therefore, In this paper, the retail terminal information collection project as a carrier, Qingdao, tobacco retail outlets in the introduction of information gathering and feasibility of the project’s development background, strengths and weaknesses based on the analysis, clear objectives of the project, stage, operating environment and key technology. Finally, the overall framework of the project described in depth on the basis of assessment from the project objectives, implementation process evaluation, effectiveness evaluation and impact assessment point of view on the retail end of the four items of information collected after the assessment study, summary of course of the project experience and lack of and the establishment of a relatively complete system of qualitative analysis and quantitative analysis of combined tobacco-project evaluation approach and methods.
