Preliminary Study On Structure And Characteristic Of Yesso Scallop Industry In Liaoning

Yesso scallop has a nearly30years of development history in China, since the early1980swhen it was introduced from Japan as a new variety. Liaoning Yesso scallop industry developsfrom local experimental, small-scale and single-species aquaculture, to large famous industrywhich was builded altogether by local government, scientific and research institutions, leadingenterprises, fishery association and fishermen, etc. The industry has become one of the mostimportant shellfish industry in Liaoning, and the pillar industry in county economy inChangHaiXian. The products spread all over the big cities, and sell to the international market.However after years of large-scale culture, ChangHaiXian yesso scallop breaks out the masspersistent deaths since2007. A large number of farmers are insolvent, and years of operation havebeen destroyed. At present, many researchers examine the reasons of death for yesso scallop fromthe multiple aspects, and put forward the technical solutions.Based on the field research, literature investigation, theoretical analysis and case study, thepaper combs industrial structure and operation condition of Liaoning yesso scallop, and focuses onthe industry at system level.The basic conclusion of this study are lined as follows:(1) incomplete property right systemis the important factors to restrict the healthy development of Liaoning yesso scallop industry;(2)the formation of oligarchs structure and its path dependence will produce hidden trouble to theindustry;(3) government lacks incentive mechanism to limit industrial expansion, andmanagement strategy has no fundamental changes;(4) lawless makes association autonomousimpossible, the current production combination does not equate to the real industry association,and its advantage level depends highly on external factors;(5) the environmental carrying capacityis the determinant causing mass death to yesso scallop, and it has nothing to do with the breedingmode, at a result either one-sided adored or put-downs is irrational performance;(6) intechnological field scientific research progresses rapidly in promoting production and value whilesystem research seriously lags behind. For the reasons above, the research puts forward the following suggestions:(1) to break thecurrent incentive use pattern of sea planning with units of small ecological system environment todivide use area of sea; to implement the precautionary principle, and obligate reasonable vacancywaters;(2) public management shall be based on the existing conditions to improve target systemarrangement, promote the management efficiency, and not continue to develop new sea resources;management strategies should be transferred from input control to output control, and to introduceTASC system;(3) to twist the scientific support structure relying on natural science and appliedscience, give research of social science especially system study more attention, support anddiscourse.
