| I. Research purpose and meaningAlong with the development of Chinese market economy and economic reforms, Chinese economy has grown continuously and quickly. Within all of promoted factors, Foreign Direct Investment (FDI) has played a very important role.At the initial stages of Chinese reform and open era, FDI had made up greatly the capital scarcity and foreign exchange scarcity of industries'development in China, which promoted Chinese light industry to develop quickly and turned round the abnormal industrial structure in some extent. FDI's enter aroused advance technologies, managerial skills, marketing methods and network and other production factors to enter Chinese market, stirred up the competition consciousness of local business enterprises, and infused new development factors into Chinese market. But, in the middle of 90's Chinese economy had transited to excessive economy from scarcity economy. Since that, although FDI's push function to Chinese economic development was still sturdy, FDI's optimal effects to Chinese industrial structure development has started weaken and its negative effects has presented gradually. Especially in the last few years, Chinese FDI policy has exerted bigger deviation, local governments lean to increase the scale of absorbed FDI and neglect the quality of absorbed FDI, which strengthen FDI's negative effects to Chinese industrial structure, industrial security and industrial sustainable development.At the beginning of 21 century, it is the key period for Chinese industrial structure development by using FDI in globalization tide, how to tend FDI's benefits and avoid its harms is a realistic and important problem that we have to face at present. Focused on this realistic and important problem, this dissertation pays attentions on the relationship of FDI and Chinese industrial structure development from the academic angle of FDI's effects to industrial structure. This research has important meanings for both practical field and academic field. In the research, this dissertation emphasizes to combine the Chinese particular situations with the general rule of industrial structure development under the open economic condition. It first combs up these existed theories, then sets up a new optimal index system of industrial structure adjustment, which is suitable to the requirements of economic globalization development. Based on this theoretical basis, this dissertation focuses on researching the FDI's effects to Chinese industrial structure development in economic globalization tide. By using lots of statistic data and realistic case examples, it researches many related problems deeply, such as: FDI's optimal effects and negative effects to Chinese industrial structure, function mechanism, restrictive factors, existed problems, resolve suggestions, etc. This research has strong leading meaning for Chinese reform theory and practice.II. Dissertation's structure and main pointsGuided by Marxist theory and dialectical materialism method, and under the analytical frame of modern economics theories and existed research achievements, this dissertation uses many research methods together, such as: norm analysis and substantial evidence analysis, qualitative analysis and quantitative analysis, etc.The basic research way of thinking of this dissertation is: on the background of economic globalization tide, it focuses on FDI's effects to Chinese industrial structure development and organizes the full text followed as the logic structure:"research background --- theories foundation --- theories analysis --- substantial evidence analysis --- existed problem analysis --- reason analysis --- resolve suggestion".According to the above research way of thinking, this dissertation is divided into eight chapters. The main points of every chapter is following as:Chapter One: Introduction. The author introduces this dissertation's basic way of thinking, logic structure, analysis methods, innovations and defects, and so on. In this chapter the author emphases on introducing the research background and current existed research achievements of the relation of FDI and host country's industrial structure development. This chapter is the research foundation for the whole dissertation.Chapter Two and Chapter Three are about the theoretical base of this dissertation. Chapter Two: Industrial structure and its development in globalization tide. In this chapter, the author first introduces the concept, development rule and decidable factors of industrial structure, then analyses the connotation, main contents, mechanism model and evaluation index of industrial structure development. Combined with current research achievements, the author innovates the connotation and main contents of industrial structure development, then establishes a new evaluation index system which is suitable to the requirements of economic globalization.Chapter Three: FDI and global industrial structure adjustment tide. In this chapter, the author first introduce the concept, development process and theories origins of FDI, then emphasizes to study FDI's new development and new characters in economic globalization tide and how FDI pushes the global industrial structure adjustment tide, and so on.On one hand, these two chapters emphasizes on combing up the current existed research achievements; on the other hand, they also emphasizes to innovate and introduce the author's own ideas, which is the basic theories foundation for following chaptersChapter Four: Effects, mechanism and restrictive factors of FDI promoting the industrial structure development of host country. Based on above theories foundation, the author focuses on his research point on FDI's effect to host country's industrial structure development in this chapter. The author first studies the FDI's economic effect to host industrial development, including industrial capital promoted effect, technology transfer and spillage effect, international industry transfer effect, international trade promotion effect, etc. Then the author make use of diagram and case example to analysis FDI's optimal effects to industrial structure development and its mechanism. The key point is about function mechanism and conduction channels, including capital, technology, industry connection, competition and demonstration, etc. Finally, the author expounds these restrictive factors to FDI's optimal effect. This is mainly considered from two aspects: host country and multinational company (MNC). In former aspect it includes restrictive factors, such as: host country's industrial development base and international industry transfer, local market structure and competition situation, FDI policy choice and supervision, etc. In latter aspect it includes restrictive factors, such as: MNC's oversea investment strategy, industry control, investment item's industry connection degree, etc.Chapter Five: FDI and Chinese industrial structure development in globalization tide. In this chapter, the author focuses on Chinese actual situations and studies the FDI's optimal effects to Chinese industrial structure development. From the angle of open economy and substantial evidence research, the author studies first the development situations of Chinese industrial structure in globalization tide; then he uses lots of statistic data and realistic cases to expound the FDI's optimal effects to Chinese industrial structure development, including FDI's capital effect, technology transfer and spillage effect, competition and demonstration effect, etc. Also, he uses some quantitative analysis model and statistic data to analyze the function degree of FDI's optimal effects to Chinese industrial structure development. Finally the author emphases on studying deeply the character and development trend of FDI's industrial allocation and district allocation in China.Chapter Six: Current problems of FDI promoting Chinese industrial structure development. As we have mentioned above, the FDI's effects to Chinese industrial structure development should be considered from two sides: optimal effects and negative effects. In this chapter the author focuses on three main current problems of FDI's negative effect. The first main problem is about the limitation of FDI's optimal effects to Chinese industrial structure development, such as: conflicts between MNC's investment items choice and Chinese government development aims, MNC's strict restriction to advanced technologies, etc. The second main problem is about low-quality FDI's excessive entering and its negative effects to Chinese industry development. With low-quality FDI's excessive entering Chinese market, FDI's negative effects have been presented and strengthened, which harm to Chinese industry development. These harms includes industrial structure transfer gap, low-quality duplicate, excessive competition and market monopoly, and so on. The third problem is about FDI's harm to Chinese industry security and sustainable development. It includes our excessive dependence to FDI, passive acceptance to foreign industry transfer, MNC's suppression to local companies, environment problems, etc.Chapter Seven: Game on absorbing FDI, FDI's quantity enlargement, and reason analysis from the angle of institution construction. FDI's optimal effect to Chinese industrial structure development is restricted by many factors, some factors are related with MNC's behavior and some factors are related with Chinese government behavior. In this chapter the author tries to analyze those realistic reason and institution obstacles from the angle of institution construction. Because of institution defect in current Chinese local government officials'achievement evaluation index system, for local governments'benefit and official personal fame and gain, local governments intend to increase FDI's scale, without considering the quality of absorbing FDI. This causes inevitably hotter and hotter competition game on absorbing FDI. The result of competition game is that more and more low-quality FDI entering Chinese market excessively, more and more local society benefits are lost because of providing excessive preferential policies for FDI. At the final part, the author uses quantitative analysis model and statistic data to study FDI's effect achievements and suitable scale, which expounds further the characters of FDI's quantity enlargement.Chapter Eight: Policy suggestions on how to use FDI promoting Chinese industrial structure development in globalization tide. In this chapter the author first introduces Chinese current FDI policies and expounds these policies'validity. he emphasizes to study how to improve FDI policies'validity from the angle of institution construction and policy innovation. Considering the influence of economic globalization and Chinese particular situations, the author gives some policy suggestions on Chinese FDI policy's strategic transformation and innovations. They mainly include: to carry out independent FDI policy to guide and regulate positively MNC's behavior, to regulate local governments'FDI preferential policies and build up sound market-driven competition mechanism, to make use of international industry transfer effectively and cultivate our own creative ability of technology, to strengthen our legal system construction and keep our industry development safely and continuously, to strengthen necessary institution construction and improve soft environment for all foreign investors, etc.III. Main innovations1. On the base of combing up current existed theories, this dissertation combines Chinese particular situations with general rules of industrial structure development, and try to innovate in the view angle of studying. Aimed at FDI's effects to Chinese industrial structure development, with cross-course academic characters, this dissertation studies deeply FDI's effects and many related questions. It has strong theories meaning and practice meaning.2. This dissertation establishes a new evaluation index system of industrial structure development, which is suitable to the requirements of economic globalization. The traditional evaluation index system of industrial structure development mainly includes two aspects content: rationalization and high-degree development, and focuses on developing industrial structure based on domestic situations. But, in globalization time, we have to re-examine the traditional evaluation index system and try to innovate on it. This dissertation has don some work on it. It gives new content to traditional evaluation index, and establishes a new evaluation index system to suit the requirements of economic globalization. This new evaluation index system of industrial structure development is about: to take open industrial structure as foundation, to take rationalization and high-degree development as main content, to take international competition ability as the core aim and give consideration to industry development safely and continuously.3. This dissertation studies deeply the function mechanism of FDI promoting host country's industrial structure development. It expounds this function mechanism and its restriction factors from many channels or effects, such as: FDI's capital promoted effect, technology transfer and spillage effect, industrial connection, competition and demonstration, etc. Then it uses Chinese substantial evidences to test the research results by using lots of graphs, tables and statistic data. This is different form the current general research.4. This dissertation makes use of Bidding Game Model into the research of competition game on absorbing FDI. It uses the Bidding Game Model to study all game players'behavior and game achievement, and provides a reasonable explanation to local governments'abnormal behavior. Compared with current research achievements about it, this point focuses on explain local governments'game strategies, behavior and results in competition game on absorbing FDI, from the eyes of limited reasonable economic person. This point has much reasonable and more thorough.5. On policy suggestion research, this dissertation focuses on those institution obstacles that restrict FDI's optimal effects to Chinese industrial structure development, emphasizes institution innovation and construction. And based on this point, it provides some policy suggestions on Chinese FDI policy's strategic transformation and innovations.
