Since the late1990s, China AgriculturalScience and Technology Park appeared, it has preliminary showed its function about promotingthe transformation of agricultural scientific and technological achievements, promotingagricultural science and technology, transforming traditional agriculture by high-grade, new andpractical technology, upgrading the level of agricultural science and technology quickly. Theformation and development of agricultural science and technology park promoting the strategicrestructuring of agriculture and rural economy, solving the major scientific and technologicalproblems of a number of agricultural development in China, transforming and applying a largenumber of agricultural high-tech achievements, spawning a number of highly competitive scienceand technology leading agricultural enterprises. It makes a lot of advanced and practicaltechnologies to be used widely and makes a great contribution on promoting market prosperityand economic development of farmers’ income urban and rural areas.Short time for development of China’s agricultural science and technology park and lack ofexperience caused many problems which should not be ignored. Construction of agricultural science and technology park is basically in a disorderly state of development, and this restricted itsrole to give full play. The article took the Vegetable High-tech Demonstration Park in ShouguangCity, Shandong Province for example, baised on the problems and constraints in the constructionand development for the park. The article elaberates the history and evolution of the culture of MrJia Sixie-named as an agricultural Saint and describes the role in promoting the rural economy, theagriculture’s tourism and the urban development, economic cooperation and trade whichShouguang Agricultural Science and Technology Park plays on. Using combined analysis methodsand the history and current status of Shouguang International Vegetable Scitech Fair, it probesinto the problems restricting the development of Shouguang Vegetable Science and TechnologyParks and the favorable external economic environments, and proposes some policies andmeasures to use agricultural Saint culture to promote industrial development, strengthen researchand development of new vegetable varieties, international development and sustainable economicgrowth.Through analyzing the practical situation of Shouguang vegetalbe high-tech demonstrationpark, the paper points out the existing problems in the development of th park: The operatingmechanism is not perfectp; Science and Technology Promotion and the Genetic Resources ofDemonstration using are inadequate; Government funds to implement has difficulties; Admissioncorporate finance is difficult and their developments are restricted; Capability of independentinnovation needs to be improved; Publicity and promotion efforts are not big enough andcontinuous advocacy mechanisms are shortage; Great importance to environmental protectionissues is not high, Surrounding environment pollution is serious. Meanwhile, through learningfrom domestic and foreign outstanding park construction and development experience, combiningwith it0s own problems of Shouguang Vegetable High-tech Demonstration Park，correspondentstrategies and suggestions of promoting the development and construction of the park are putforward: To explore various forms of the operating mechanism, to improve the comprehensivebenefits of the park; To strengthen the new vegetable varieties developed, to enhance thepromotion of science and technology; To increase government support, to Fight for preferentialpolicies; Enterprises in the park should give full play to the advantage of local characteristics andcontinuously extend the industrial chain; To improve the scientific and technological innovation,to strengthen the construction of modern agriculture personnel; To strengthen the promotion and protection of agricultural holy culture; To strengthen environmental governance, to maintain agood ecological environment. To promote agricultural science and technology park to play agreater role in the development of modern agriculture and new rural construction process throughthose measures.
