Cross-strait economic and trade cooperation has a long history. Since Mainland and Taiwan joined the WTO in2001, the economic and trade relationship between the cross-strait sides has became closer and closer. At present, Mainland has become Taiwan’s the most important partner. However, cross-strait agricultural trade is the only surplus areas. On June29,2010, Mainland and Taiwan signed the Economic Cooperation Framework Agreement (ECFA). In the new context of the ECFA, the cross-strait agricultural cooperation and development is also facing new challenges and opportunities. About agricultural cooperation, there are different opinions in Taiwan. Some people worried about opening agricultural markets would have a tremendous impact to Taiwan. Therefore, Mainland supplied more preferential policies for agricultural products in the early harvest list. The ECFA currently only covers a part of the trade in agricultural products. But the two sides as WTO members, opening markets for agricultural products is the two sides should fulfill the obligations. With the advancement of the world economy and regional economic integration, the integration of agricultural economy is trend of the world trade development. In the Future, the two sides need to work together to ensure the implementation of agricultural policies to benefit ECFA early harvest list, will continue to promote the follow-up negotiations. The two sides continue to deepen agricultural cooperation is not only conducive to Taiwan as soon as possible to adapt appropriate competitive pressures from the external trade in agricultural products, improve the competitiveness of agricultural products, and also help to promote a win-win prosperity. ECFA implementation of cross-strait agricultural cooperation is facing a new environment and new opportunities. In addition, the ECFA have only been implemented for a short time. It relates to just a part of agricultural cooperation. Therefore, it is meaningful and significant to analyzing the cross-strait agricultural cooperation in the new environment of the ECFA. Since a research team of cross-strait economic and trade cooperation in my school has published some articles. The research team deemed that Mainland and Taiwan belong to the WTO members should follow the basic rules of the WTO; the legal basis for the development of cross-strait economic and trade relations, the WTO rules, the constraints of economic and trade cooperation, ECFA is a specific form of the cross-strait economic cooperation under the WTO framework; cross-strait economic and trade relations between the normal of the path is continued to perform, and constantly improve the ECFA, to eliminate barriers to trade and not the open state, and ultimately build a normal economic and trade relations. In the new context of the ECFA, based on previous research, this paper cross-strait ECFA background implementation, based on the need for the sides belong to the WTO members and the ECFA is a specific form of the objective facts under the WTO framework, demonstrate the two sides continue to deepen agricultural cooperation and feasibility, noting that cross-strait agricultural cooperation must adhere to the reciprocity principle of openness. The article is divided into five chapters:The first chapter is an introduction. The second chapter is the development of cross-strait agricultural cooperation. The third chapter is the necessity and feasibility of the two sides continues to deepen agricultural cooperation. The fourth chapter is the economic benefits and conditions of the two sides continue to deepen agricultural cooperation. The fifth chapter is about the path of the two sides continuing to deepen agricultural cooperation.There are some innovations in this paper. First, this study is based on the findings of the research team. However, previous research in the macro-system level for cross-strait economic and trade relations discussion, the less specific cross-strait industrial cooperation, guidance for industry level was weak. This paper focused on the agriculture industry discussed the meso-level analysis for the research team. Second, in the status quo of cross-strait agricultural cooperation, in the past, scholars most of the analysis of cross-strait agricultural signed in cross-strait ECFA before the state of cooperation. This paper will compare the differences policies before and after ECFA. At the same time, the data in this paper is up to date. Third, the need for analysis of the two sides continue to deepen agricultural cooperation, this paper starting from the basic principles of the WTO and the ECFA, from a legal and institutional point of view of cross-strait agricultural cooperation with the provisions of the WTO and the ECFA gap between the two sides continue to deepen agricultural cooperation with the necessity. Fourth, the two sides continue to deepen cooperation and economic and conditions, after the mostly theoretical research. On the basis of theoretical studies, the use of game theory methods to prove that the two sides continue to deepen the economic benefits of agricultural cooperation. Fifth, on the two sides continue to deepen agricultural cooperation mechanism and path selection problem, the research team on the basis put forward through the ECFA follow-up negotiations to strengthen cross-strait agricultural trade in goods, trade in services and investment cooperation in the field, follow the reciprocity principle of openness, to achieve the normalization of cross-strait agricultural cooperation.In addition, there are some inadequacies in this article. First, because the relationship of cross-strait classics trade is not normalized, economic data, especially the data related to specific industry level has not yet formed a perfect statistical system. It causes this study is short of mainly quantities analysis. Second, due to the instability of cross-strait political relations, scholars from mainland China landed on Taiwan related websites is restricted, unable to obtain more specific and detailed information from the Taiwan site. This makes this information more than the mainland channels of information. In some extent, it affects the comprehensiveness of the information in this article.
