Problem Analysis And Thought Exploration Of Modern Enterprise System Construction In Tobacco Industry

Tobacco industry has played a significant role in the worldwide economy; its tax revenue is one of the important sources of government finance income.China, as the world’s largest tobacco production and consumption markets, in which tobacco industry is indispensable in social and economic development. Since the implement of the tobacco monopoly system, China’s tobacco industry has carried out the management model of uniting the government and enterprise, the enterprise is gradually growing and developing with considerable progress and development. At the same time, the limitations of administrative management and the loose of organizational structure contribute to the bad effect such as improper management and the uneven distribution of resources. With the social-economic development and the coming of economic globalization, the organizational structure and management model of enterprises has been unable to adapt to the requirements of current economic development in China’s tobacco industry. Therefore, the reduction of jumbled and complex management level, the achievement of horizontal organizational structure, and the establishment of modern enterprise with its own characteristics is an inevitable choice in order to continuously enhance the overall competition strength.First and foremost, this paper introduced the current tobacco monopolization system of our country, the analysis of the current institutional environment that tobacco companies are facing with and investigation of problem and development direction that tobacco monopoly system need to address after entering into the WTO. Secondly, the author elaborated on the component part of modern enterprise system and its content from the basic framework and development law of western modern enterprise system. Combined with China’s tobacco industry and the construction of the modern enterprise system, the author also conducted a study about the modern enterprise system and its situation of the Altria Group (ALG) and the Japan Tobacco Group (JT).Lastly, the author summed up the experiences and features of these two large-scale transnational tobacco groups in how to construct modern enterprise system. With these data and our actual conduct, I worked out a pertinent reference; therefore, the author put forward his own views and opinions about how tobacco companies gradually establish a modern enterprise system, and finally, take YiBin Sanyuan tobacco-redrying LLC as an example, presenting the issues that tobacco cooperation should pay attention to build modern enterprise system during self development.Based on the situation that tobacco monopoly system is facing increasingly severe external conditions, only by actively responding to the challenges of reality, changing the traditional concept and track of development, guiding the development of enterprises in using modern business management theory, changing the self-development mode, reversing the unfavorable situation, and achieving new breakthroughs and development can the tobacco industry continually develop. After analytical probation, we believe that with China’s actual conditions, adhering to the tobacco monopoly system in the current and future period is still a premise, and under this system, how to adapt to the current development including how to make tobacco industry scientizational, institutionalized and standardized is supposed to be our concern. Moreover, we are also deeply aware that the modern enterprise system construction is not a panacea, but a system to ensure the institution, and a possible to make orderly development. The development of the tobacco industry can not achieve all just relying on a modern enterprise system, and what it needed more is standard operation and management so as to ensure and support them. Although the completion of the perfect construction of modern enterprise system is merely a condition of enterprise development, the sustainable and stable development of enterprises need a variety of conditions for a perfect match.It is undeniable that, because of the special attributes that tobacco products are harmful to human health, the tobacco industry sustains a highly controversial topic since its emergence. Tobacco industry, as a special legal monopoly industries protected by law, is obliged to implement the strategy of "Two first" including the supremacy of national interests and consumer’s interests, and protect national and consumer interests which is the precondition of his existence.With the constant concerns in smoking and health, in addition to lawfully pay taxes and reduce harm, tobacco companies must at the same time continuously improve their own development models and mechanisms to enhance the overall competitive strength, continue to bear more social responsibility, and play a greater role in social welfare.environmental protection and public service.Practice has proved that, in recent years, the tobacco industry has made a great progress in implementing the industry system reform, establishing and improving the modern enterprise system and initially establishing the property rights and enterprise system of "attributive clarity, authority duty clear, strict protection, smooth move ", perfecting the corporate governance structure, ensuring the stable development. These are not only what tobacco industry need so as to fight against international competition, increase the capacity in straining risk, and build modern tobacco circulation carrier, but also the specific performance of implementing the scientific outlook on development, standardizing enterprise management, raising enterprise economic benefits. Even so, there still exist some problems in the tobacco industry, such as, facing with more challenges and uncertainties. The modern enterprise system construction of tobacco industry, therefore, needs to be further strengthened and improved.
