The SAS proposed "central enterprises"12th Five-Year Development Plan "made newdemands on the central enterprises under the guidance of the central enterprises as China’spackaging industry, the obligation and responsibility to lead in the new internationalsituation the development of the domestic packaging industry a healthier, more maturedirection, strategic repositioning, outstanding scientific and technological innovation, dothe Chinese packaging industry leader is the only way for the development of the centralenterprises. Under the guidance of this policy, the two large state-owned enterprises inChina’s packaging industry, mergers and restructuring. The urgent resolved problem of themerged Chinapack, is how to deal with the changeable market, how to maintain the statusof the industry and how to win in the fierce market competition.In allusion to the dilemma of the development of Chinapack, this article analysis theinternal and external environment of it with detail, and specifies the conditions of itsindustry and market as well as their advantages and disadvantages at first. Then, onthe basis of environmental analysis, the article points out the core competence ofChinapack. on the platform of the advantageous resources, a new development strategy andnew business growth points are put forward. At last, taking the existing problems intoaccount,the article indicates the changes in organize mechanism, resource allocation, fundmanagement, human resources, enterprise culture along with other aspects of thiscompany,to ensure the effective implementation of the new development strategy.
