The coal industry as the basic industries of the national economy, occupy an important position in the energy sector.However, due to a long time coal enterprise safety production capital invested is not enough, the management of the coal miners curing, the state coal mine safety production regulations, etc., leading to frequent mining accidents, coal mine safety production accidents have caused serious casualties to the coal miners.As the main body of the industry’s employment, they not only face the threat of job security, their social status and income is relatively low. Coal miners have thus become the vulnerable groups behind the rapid economic development. The survival state of the living conditions of coal miners is not only related to the rights of workers and employment prospects of the coal industry, but also the relationship between the healthy and stable development of the coal industry and the national economy as a whole.The quality of employment is only limited to the Employment Quality Index System and a general sense, the industry was not obvious, the employment of coal miners study is only focused on occupational safety analysis, ignoring the other elements covered by the quality of employment for coal miners.Based on this, for the special nature of the coal industry employment, the writer builds a system of indicators for the quality of employment of coal miners.Social Survey of qualitative judgment and empirical analysis and evaluation of a combination of through the issuance of the social survey questionnaire to understand the basic conditions of employment quality of the coal mine workers; measure the weight of the coal mine workers at all levels of the quality of employment determined by the analytic hierarchy process and expert research method,to ensure a comprehensive, scientific measure of the coal industry the quality of employment; Finally, the fuzzy evaluation method on the level of quality of employment of coal miners to evaluate the analysis to identify the influencing factors of the quality of employment of coal miners, and the above factors science, the objective puts forward to improving mineworkers to the quality of employment policy proposals.Found by studying the quality of employment of coal miners in China it is with satisfaction out of current state, the overall employment level of quality is low:the first line of state-owned coal mining enterprises miners’quality of employment is generally higher than the private coal mining enterprises miners; formal miners quality of employment satisfaction is higher than temporary miners satisfaction; different levels of the different positions of the miners, the quality of employment, the employment of direct unit of miners satisfied with the lowest degree, the auxiliary unit of the workers’ employment satisfaction is relatively high. The factors are as these:inadequate Employees’Safety-product capital investment; low first-tier miner wage compensation; too large labour intensity; imperfect training and management methods for coal miners.Therefore, the Government should further improve the implementation of relevant laws and regulations to strengthen the management of security infrastructure of state-owned key coal mines, the implementation of corporate safety responsibility, strengthen the management of labor and employment of coal mining enterprises, and promote the healthy development of the coal industry; coal mining enterprises should increase enterprise security productive capital investment; improve miner training system and methods of wage compensation, and to protect the occupational safety of miners, many ways to improve the quality of employment of the miners; first-tier miners themselves should raise the safety awareness, accept safety training, comply with the safety requirements.
