Biomass Industry Development Measures In The New Rural Construction Research

Energy is the foundation of human survival and development, also the security of the social sustainable development. Our country is in the important stage of the social and economic development, energy demand is increasing day by day, the contradiction between supply and demand of energy is more and more serious. Traditional fossil energy scarcity decided to the necessity of development of new energy. The biomass energy has become the world’s fourth largest energy after the oil, coal, and natural gas. Biomass resources are rich in China, in the new socialist rural construction background, the use of food and agricultural waste development and utilization of biomass energy, directly increases farmers’ income, for the rural surplus labor jobs, causes the farmer income diversity, and at the same time in the purification farmers living environment and provides farmers cultural quality; enriching our country’s energy structure, safeguard national energy safety; improving residents living environment and the standard of peasants’ living; directly reflecting China’s development and utilization of renewable energy, conforms to our country advocate for the sustainable development of the requirements.This paper, from the biomass energy development of necessity and the possibility of biomass energy development two aspects, to demonstrate the feasibility of biomass energy development in modern new rural construction in our country. At present our country’s energy production and energy consumption of structural difference exists, and faces heavy energy supply pressure in future. Developing the biomass energy is conducive to ensuring national energy safety, helpful for adjusting agriculture structure and favorable to the environment protection. At present our country’s energy supply and demand situation and development of biomass energy industry, makes it necessary in the construction of new countryside development and utilization of biomass energy. Although there was a lack of such as core technology, financial support not enough, our country rich biomass resources foundation, the good development and utilization of biomass conditions and the state relevant policies to support, make it possible in the construction of new countryside development and utilization of biomass energy. Then analyzed the successful experience of developing the biomass energy, and specific experience for reference in the European Union and the United States. Finally, with China’s specific conditions, and put forward the countermeasures of developing the biomass energy the modernization construction of new countryside in China: to set up a special management institutions, develop plan, make the biomass energy development policy, strengthen the scientific research development investment, and increase publicity.
