Innovative enterprises have become the major economic entities in Knowledge EconomyEra. Organizational learning and knowledge transfer has become one of the most importantfunctions in innovative enterprises because of the urgent need of knowledge, and the effect oforganizational learning and knowledge transfer has profound impact on strategic decisions.Therefore, research on the organizational learning and knowledge transfer of innovativeenterprise has great significance in both theory and practice. There are many factors oforganizational learning and knowledge transfer, among which exist complex and volatilerelationships. Studying the relationships and interaction among these various factors willpromote the development of innovative enterprises. Currently, researches on theorganizational learning and knowledge transfer is mainly focused on only organizationallearning or knowledge transfer, and most of the research methods are qualitative. Few of theresearch methods are quantitative, which are mainly some models of empirical management,such as fuzzy comprehensive evaluation, AHP and DEA that are empirical and subjective andoperability is not strong. In this paper, the effect of organizational learning and knowledgetransfer innovative enterprise is evaluated by fuzzy neural network method, establishing indexsystems and models, researching with both quality and quantity, and finally putting forwardrelevant policy advice. The main contents of this paper are as below:First, analyze factors of organizational learning and knowledge transfer innovativeenterprise, which mainly include subjects and objects of organizational learning andknowledge transfer and factors influenced by both inside and outside the organization. Thenanalyze the relationship and mode of action among the factors with the process of identifyingknowledge and selecting partners, ways and means, and integrating knowledge.Second, establish evaluation model of organizational learning and knowledge transfer ofinnovative enterprise with fuzzy neural network method. The model is general applicable byanalysis of the impact of various elements on organizational learning and knowledge transfer,establishing index systems, issuance of the questionnaire to obtain the necessary data, fuzzyprocessing of the initial data for the training of BP neural network and numbers of trainingand adjustment. Afterwards, Select specific enterprises as empirical goals to complete the effect evaluation.Finally, put forward measures to enhance organizational learning and knowledge transferof innovative enterprises with the research results.
