| With the further market-oriented and community-based development of residential property, property management is increasingly becoming an integral part of the construction of a modern urban and the daily life of most residents, and property service enterprises are also increasingly becoming an important position and role can not be replaced by any other units and organizations in building a harmonious community. Property service enterprises have become one of the main bodies of the backbone of community governance. Property service enterprises, owners committee and community committees constitute the three main parts in the community management structure, and open new areas of urban grass-roots community public service.However, this multi-pattern makes many new problems appear among these three main subjects:Property service enterprises as a profit organization, how to play the role of community governance? How do property service enterprises interact with owners committee and community committees when they play the community management functions? What kind of relationship between property service enterprises and owners committee, community committees? How to straight out the relationship and integrate the function among them? And how can property service enterprises play a more effective role in community governance? Thus, to clarify relationship among property service enterprises, owners committee and community committees, to definite duties and functions of them, and to establish a practical and effective cooperation mechanism is particularly important.In this paper, we analysis the relationship between property service enterprises and owners committee, community committees from the perspective of symbiotic, and confirm that no matter from the whole of community manage system, or from the own organization of property service enterprises and owners committee, property service enterprises and community committees, the relationships between them have been proved to be a symbiotic relationship. This relationship is a necessary connection that generated in the process of the community joint administration. They receive some symbiotic energy from this symbiotic relationship and develop together.Symbiotic relationship requires property service enterprises, owners committee and community committees maintain the state of cooperation and mutual assistance, but there are multiple games among the main subjects of reality community governance. Through combining fieldwork data, we analysis the game behavior among property service enterprises, owners committee and community committees, and establish the game model. Then we know that in many cases, in accordance with the principle of maximizing their own interests, the Nash equilibrium strategy which is choose by property service enterprises, owners committee and community committees neither maximize their own interests, nor maximize the overall interests. They land in a "prisoner’s dilemma". The optimal choice of these games should be all the subjects of community to adopt a cooperative strategy.Therefore, in order to avoid the prisoner’s dilemma, to achieve win-win, then achieving good governance of the community, this paper bring forward the optimization measures which should be taken in the community governance as follows:establish the concept of long-term interests and overall interests; establish a long-term stability trust system; improve laws and regulations to play the role of government supervision and guidance. Through the implementation of these optimization measures, we can better promote the coordination of property service enterprises and other subjects of the community governance, to encourage them from non-cooperation towards cooperation, can better play the role of property service enterprises in community governance, to solve community conflicts and disputes, to improve the community co-governance mechanisms. |
