| Global warming brings serious negative effect to people’s production and life. Inorder to deal with the climate change actively, common efforts made by theinternational community, and the “Kyoto protocol “arises at the historic moment.Among them is the only CDM project which can participate in by developingcountries. Through the project, the developed countries and the developing countriescould complete an emissions reduction responsibility together. Developing countriescan get the capital and emission reduction technology from the developed countries,and at the same time, developed countries can buy certified emission reductions fromDeveloping countries, so that to finish it’s energy and emission reduction goals withlow cost. Therefore, CDM is a "win-win" mechanism.Chemical enterprises of China is the key field of energy saving and emissionreduction, because they are typical "three highs" enterprises with high pollution, highemissions and high cost. Because of the social history and some other reasons ofChina, chemical enterprises now are facing technological upgrading problem. CDMproject provides a new way for chemical enterprise of our country, which couldpromote the technology to more advanced. So this paper will study about “the effectsof CDM project on technology upgrade of China’s chemical enterprise”.First of all, In order to understand the background, significance, novelty andsystem structure of this paper, the introduction made a overview in general.Second is the briefly introduction about the concepts of the CDM project, lowcarbon technology, technology transfer, technical upgrades and so on. Inunderstanding the basic concepts, the third part is the main analysis about therelationship between CDM project, technology innovation, technology digest andtechnology upgrade. This part also proposed "the TT-TD-TU" technical upgrademode. Another, the following part introduces the status quo about China’s chemicalenterprise. Chemical enterprise is the key of energy saving and emission reduction,but they are currently facing difficult technical problems, CDM project becomes theimportant choice to a chemical enterprise. Then, juhua CDM project is introduced tothe paper, through the "TT-TD-TU" mode effective technology upgrades case, fullinstructions for CDM project can effectively promote chemical enterprise totechnology upgrades.Finally, analyzes the existing problems about chemical enterprises when they arein the process of technology upgrading under the CDM project, and puts forwardsome related Suggestions.The end of the paper is the future prospects of research results.
