In state-owned company, the leadership behavior becomes the enterprise lasts thekey of healthy progress, but due to the leading personnel in the monitoring mechanism isnot sound, some leaders of state-owned enterprises lose the constraints to corrupt theabyss, causing huge loss of state-owned assets. Based on the extensive investigation andstudy foundation, elaborated the related theories, including the concept of enterprisesupervision mechanism,the principal-agent theory, the balance of power theory. In R cityof leaders of state-owned enterprises as the research object, analyzes from thestate-owned enterprise internal and external supervision mechanism of state-ownedenterprise leaders supervision present situation and the existence question, and with alarge number of cases as the support of leaders in state-owned enterprises, Analysis ofstate-owned enterprise leaders the lack of supervision system in main performance,leadership corruption the main characteristics and the harm of corruption, let peoplefurther recognize the sound corporate supervision mechanism to prevent corruption is animportant role of leadership, objective analysis and summary of all sorts of reasons,through various joint efforts to strengthen the staff of state-owned company leaderbehavior surveillance and the restriction.In the United States, Germany, analysed the country such as France supervision ofleaders of state-owned enterprises and on the basis of the characteristics, summed up theexperience of the developed countries and to construct our country’s state-ownedenterprise leaders supervision mechanism to draw lessons from a meaning, and based onthe R of state-owned enterprises in practice, By using the principal-agent theory, thebalance of power theory research, put forward from four aspects, on the staff of state-owned company leader supervise mechanism optimization design: One is tostrengthen the ideological and moral defense of leaders in state-owned enterprises,strengthen the ideological education, improving consciously accept supervisionconsciousness and sense of integrity, to promote state-owned enterprise clean-fingeredculture construction; the two is to strengthen the system construction, improvingsupervision system of laws and regulations, improve the investor of state-ownedenterprise supervision system, normative and state-owned enterprise internal controlsystem supervision, innovation technology, reduce violation opportunities; three is therealization of the party organization between the powers, and actively promote corporategovernance structure reform, give full play to the role of main body of supervision,improving the supervision efficiency; four is through increasing its focus areas, key linksof supervision and checks and dereliction of duty accountability efforts, investigategravely lawfully according to discipline leaders of state-owned enterprises of the illegalactivities, strengthen the supervision effect.
