With the economy rapid development, the pressure of social development as aby-product, are permeating every corner of the life and society. The pressure and issuesfrom it, such as the absence, feeling exhausted, a psychiatric disorder, health problems,have caused great trouble and loss to the social economy. Since the reform and openingup, China’s economic and social progress grow rapidly at the same time. The speed uplife, information expansion and employment pressure increase, so a series of changehappens in the aspects of people in the idea, the psychology and the behavior. All thesechanges produce all sorts of great pressure to the employee. Small and medium-sizedenterprise is the most active part in the modern market mechanism and also is animportant part of the market economy. In the increasingly fierce market, the small andmedium-sized enterprises face more severe competition. The employee’s workingpressure is more and more big. With the countermeasure which can effectively relieasethe pressure of the small and medium-sized enterprise employees, prompting their spirit,and finally able to push the enterprise to achieve better profit and performance. It willbe very important to increase economic vitality, promote employment rate and toimprove social harmony and stability.This paper firstly discussed the background and significance of EAP (employeeAssistantance Program), comprehensive combined the domestic and foreign materialabout EAP, through the analysis and summary, determined the paper research contents,the technical methods and route. Secondly the paper combine the humanisticmanagement theory, stress management theory, and psychological contract theory, staffmanagement theory etc. this helps to lay a theoretical and practical foundation for betteranalyses EAP application in middle and small enterprise.Introduces EAP concept,content, mode, effect evaluation, EAP implementation status both in domestic and abroad, Thirdly, this paper analyses the feasibility of EAP applicaction to small andmedium-sized enterprises, point out the influence factors, analyse the basic mode ofEAP implementation, designed the evaluation index system and model. Finally take theexample of ABC Environmental Protection Company, the paper introduce thiscompany’s own characteristic and the background of the plan for EAP, introduces thecompany EAP result (20052010). The result is evaluated and corresponding suggestionis given.This paper analyse the EAP theory, current condition, application and evaluation in thesmall and medium-sized enterpreses, point out EAP is very necessary and has theimportant practical significance for the small and medium enterprises. Through anempirical research, since ABC Environmental Protection Compay start EAP, employerand employee benefit have been trending right direction, although the singular pointappeared in2009, but overall trend is good. Through the research in this paper, thewriter loyally hopes more and more small and medium-sized enterprises will implementEAP.
