| Since the Reform and Open-up policy, Chinese county econom，as the elementaryunit in the whole domestic economy, has intensively and extensively developed andtaken a critical importance during the process of Chinese economic development.County economy has been playing a critical important role in promoting thedevelopment of the domestic economy, accelerating and enhancing the regionaleconomic and social comprehensive strengthen, narrowing the gaps between differentareas, coordinating the rural and urban development, and establishing the harmonioussociety.In Shandong province there are20coastal counties whose population and totalarea are13percent and20percent of that in the scale of the entire province. In recentyears, due to the rapidly developed county economy, especially the coastal countyeconomy, the coastal county economic strength has been solidified outstandingly,which promoted the further development of local economy in every aspects，and theestablishment of the harmonious society as well. Correspondingly, the abundant fiscalstrength of the local government, in return, is literally invested to boost the localcounty economy, by means of all kinds of governmental conducts. Currently, theregional industrialization progress has been taking a quick pace, the industrialstructures are being upgraded and gradually shifted from single to multiple, and theprivate economy has developed extraordinarily as well. On the whole, the coastalcounty economy of Shandong province has laid a solid foundation that exposes apromising outlook.At the same time, there are a number of obstacles restricting the coastal countyeconomy from further development. What’s more, macro-regulations are urgentlyneeded to be taken to coordinate the coastal county economy. However, in some waythe Shandong coastal county economy has developed unbalancedly due to numbers offactors, namely, geographical location, natural resources, existing economicfoundation, and governmental supporting policies. The gap between coastal counties is getting wider in terms of economic and social development. Generally speaking,Jimo, Longkou, and Rongcheng are much more developed and take the lead in GDP,per capita GDP, government fiscal income, economic development environment.,etc.The low level and same industrial constructions have become a obstacle to coordinatecounty economic development, which to some degree contributes to the waste ofnatural resources and the decrease of the comprehensive competitiveness of theShandong coastal county economy. Additionally, within a single coastal county, urbanand rural social and economic development doesn’t keep a balance, like the dualstructure in urban and rural economy, and the increasing gap between urban and ruralresidents’ income.With the purpose to coordinate the development of Shandong coastal countyeconomy, the following measures shall be taken:⑴governments at all levels shallimplement further macro-control, provide comprehensive governmental fiscal andfinancial support, and complete policies to promote coastal county coordinateddevelopment;⑵adjusting industrial structure and layout,enhance infrastructure incoastal counties;⑶cultivating competitive industries and famous brands andpromoting the cooperation between the different counties;⑷establishingenvironment for cultural, educational, and scientific and technical development. |
