Give priority to carbon dioxide emissions of greenhouse gases is the main factor that cause global climate problem, energy conservation and emission reductions, low carbon economy are the inevitable development trend. Research on support system and operational mechanism for carbon financial of cities have become the most important problem to be solved.This paper based on the review of the existing research results in detailed of low carbon cities construction and financial framework, according to the financial system of the general structure characteristics, combined with carbon financial innovation characteristics, this paper analyzes the problems and give the suggests of system functions and countermeasures to construct which the city carbon financial should have. After the clear goals and principles of the operating mechanism, i designed the operation mechanism of the carbon financial support system from three aspects:carbon emissions budget constraint mechanism, carbon emissions lever adjustment mechanism and interest coordination mechanism. On this basis, according to the statistical data of the Heber province,choosing two indexes to find out the relationship between low-carbon city and financial system by integrated test, co-integration test,error correction model test and Granger causality test in the whole province of Hebe between1995to2009. which are CO2emissions of unit GDP and financial institutions loans accounted for the proportion of GDP. The results show that the developmental level of financial system in Hebe province has a notably significant effect on the construction of low-carbon city, and also establishing the carbon finance support system is policy orientation of low-carbon economic development in Hebei province.
