Workers’ rights is that who to enjoy the rights and interests of workers as humanresource owners. in order to mobilize the workers’ enthusiasm, initiative, and to theharmonious development of the socio-economic, the workers’ rights must be fully protected.At this stage, China’s urban-rural dual structure system exists, there is a big gap between theurban and rural labor and social security in all aspects, the rural workers in the interests ofeducation, employment, health care, housing, training, and public resources to share the rightdifferent treatment of the rights and interests of the urban workers, they lack the effectiveprotection. If the rural workers’ rights are not effectively protected, it must lead to unevendistribution, and then there will be a negative impact on the value of urban and rural humanresources development and upgrading. It won’t conducive to enhancing the social andeconomic value of human resources, and will not to the integrated urban and rural the processof building the protection of human resources.Chengdu and Chongqing is China’s urban and rural construction, changing the structureof urban-rural dual system, and promote urban and rural integrated national pilot areas. Basedin Chengdu urban and rural background down to explore the labor and social security systemin the context of the differences in urban and rural labor and social security, and explore atthis stage, Chengdu, in the process of urban and rural labor and social security has beenachieved in all aspects as well as target gap, and to analyze the problem exists because there isa gap for urban and rural labor and social security problems, try to establish a set ofinformation and reference value of labor and social security system, in order to facilitate thefull development of urban and rural areas of human resources to ensure workers’ rights,improve social and economic value of human resources, human resources and support for thepromotion of urban and rural integration process.We descript the background, strategic significance and co-ordination of the urban andrural. And analyze Chengdu’s urban and rural background, from the development processsince2003, and some measures of urban and rural. The status quo of Chengdu after it hasbeing taking these measures at this stage. Then we take Chengdu urban and rural as a largebackground We do the comparative analysis of Chengdu labor and social security all aspects,and analyze the reason why the urban and rural labor and social security gaps is in variousareas, and describe some of the consequences of this difference will lead to. Finally, based onthese differences and the reasons, we attempt to establish a set of labor and social securitysystem, and propose series of paths and measures of labor and social security system. Urban and rural, concerned about the urban and rural labor and social security; andexisting problems, try to establish a system of labor and social security. Through theestablishment of labor and social security system to protect the rights of workers and finallyto human resources development and utilization value can be improved.
