The fair can be understood from the following perspectives : the results of thefair ; the starting point of the fair ; the equality of the process . Compared to urbanworkers in the urban and rural labor market segmentation , There are a lot of differenceto migrant workers : regardless of wage income , social security, labor protection ;urban and rural labor market segmentation to produce a large opportunity cost of thesystem , slowing down of urbanization the pace of development, the impact ofindustrial restructuring and labor resource allocation , to limit the rate of progress ofthe modernization of agriculture .Guizhou Province and the country’s gap , not the amount of the gap , but the gapon the stage . Consider the various factors as of 2010 , Guizhou, more than 10 yearsbehind the country as a whole . The main battlefield of Guizhou poverty alleviationand development as the country’s new stage , Guizhou as a whole is still in " lessdeveloped”state , the rural poor is large , deep levels of poverty , helping the poorpopulation and the basic situation in the province still has not changed . Andaccompanied by the imbalance of development between regions , resulting in theemergence of urban and rural non - equalization of the different degrees of socialservice system , resulting in a large number of young farmers work outside the home ,but keep the land , increasing the cost of migration while also led to the land idle orpredatory operations and arable land resources unreasonable use of behavior , resultingin land degradation to inhibit the process of urbanization . Land to the peasants on the one hand protection , but to some extent hindered the improvement of farmers’ livingstandards .Social security and social development as the stabilizer of society’s wealthredistribution, appropriate to narrow the income gap between the members of the classsociety , to avoid the gap between the rich and the poor , subsistence allowances ofmembers of society , and to coordinate social relations , and maintaining socialstability, and improve the cities and towns of the rural labor force into the sense ofpromoting social equity . Element of the social security system , exacerbated thesituation of urban and rural split to reduce the cities of rural labor into degrees , is notconducive to the free movement of labor , exacerbated social contradictions .In this thesis, from the land problem , the problem of social security starting in theprotection of land security , as well as the protection of the existing social securityconditions , combined with the existing achievements of Guizhou Province , as well asdraw on the experience of successful policies in other areas to explore suitable for ruralareas of Guizhou Province to protect mode .This thesis is entitled " to explore the land to protect the rural labor forcemigration - Guizhou Province , for example , writing content on the basis of closelylinked to the subject , proceed along a main line : to improve the farmers’ basic securitysystem , to promote the free transfer of rural labor . Definition of rural surplus laborforce in Guizhou Province , and Guizhou Province rural development as well as theland cost-benefit analysis , the importance of the transfer of rural labor in GuizhouProvince . On this basis , respectively, analysis of social security and land to protect thetransfer of rural labor force of Guizhou Province . And combined with the unique characteristics of rural labor migration in Guizhou Province and its influencing factors ,and ways and means to try to explore the urban and rural social security system perfecttransition .Role in safeguarding the fundamental rights , weaken the dependence of thepotential surplus labor for land protection , to promote this part of the workforce inGuizhou Province gradually completely precipitated from the land , and ultimatelythrough the market mechanism to play a social security through the improvement ofthe social security system , improve the employment structure to realize the rationalallocation of urban and rural labor resources .
