As the high technology industries become more and more important driving forcefor the economic development in the era of knowledge-based economy, the informationtechnology (IT) has undergone a dramatic shift in the business role, and the enterprise ITvalue assessment has focused on the adding value to the whole enterprise rather than thesimple measurement of financial indicators. In addition, due to the increasing proportionof carbon emissions from the IT area, IT is not only related to the enterprise profitabilityand efficiency, but also related to the carbon emissions from production process andbusiness activities related to enterprise information.The main purpose of this study is to find a comprehensive, objective andquantifiable IT assessment model for the analysis of IT investment guided by the IT value,with the consideration of the uncertainty and volatility of the IT investment and thediversification and intangibility of the IT profit.This paper is based on the existing research results and theoretical basis of BeijingPhilosophy and Social Sciences "Eleventh Five-Year Plan" project “Beijing ITEvaluation index system research under low-carbon development ideas”, and continuesto study deeper level evaluation of enterprise information. First, this paper integrates thefuzzy mathematics theory, finance theory, assessment theory and etc., using a variety oftools such as MATLAB, SPSS and Excel, under the consideration of the uncertainty andvolatility of the IT investment and the diversification and intangibility of the IT profit,and builds the IT real options assessment model under the fuzzy environment. Theexpected investment costs and benefits are represented by fuzzy numbers, because theambiguity of IT cost-benefit makes parameters of the model cannot be accuratelypredicted. Second, taking into account the low-carbon indicators from the perspective ofenterprise information capability maturity model (EICMM) system, optimize the fuzzyreal options model, which provides theoretical guidance and quantitative evaluation basisfor the smooth development of enterprise information process. Third, usingmanufacturing enterprise samples, the IT real option values are calculated through the ITreal options assessment model under the fuzzy environment and detail analysis for theresults are made. Double dimensionless are done to make sure that the IT real optionvalue in enterprises of different sizes are comparable, which makes it possible to measurethe effectiveness of the performance of enterprise information according to the IT realoptions value comparison of sample enterprises. And by studying the relationship andmutual influence pattern between IT and low-carbon index, this paper providestheoretical guidance for the low-carbon IT development and enhances the construction ofresource-saving society and low-carbon economy in China.
