Along with the development of the knowledge economy and information technology,the information service industry experienced a rapid growth, and this trend has arousedworld-wide attention and high priority. By new ideas, new technologies, new formats andnew ways, information service industry transform and upgrade traditional service industryto provide the community with high-level, high value-added modern service. It has becomean important driving force of economic development and the important symbol ofmodernization, and also be recognized as one of the large employment capacity modernservice industry. The development of information service industry for upgrading industrialcompetitiveness, and enhancing our road of new industrialization, and to ensure nationalsecurity is of strategic importance. At present, information industry within the worldwideexperienced structural adjustment and echelon transfer, which provide a good opportunityfor information service industry. But the information service industry still has manydeficiencies, and its environment also has much to be desired. Therefore, the Government,to provide the direct support of fiscal and taxation policy and to optimize the developmentenvironment for information service industry is still quite necessary and feasible. In recentyears, our government has introduced relevant policies to support the development ofinformation services, and has proposed some new views and thinking of its developmentand positioning, but fiscal and taxation policy to support the information service industryis not very sufficient.Compared with other industries, information service industry has more features, suchas speed of innovation, strong permeability, high value-added and low energy consumption,and it is multiplier of economic growth, the boosters of industrial upgrading, developmentmode converter, an incubator for emerging industries. All in all, information serviceindustry has become a national economic system of basic, strategic and leading industry.The role of the market alone does not ensure that the benign-scale development ofinformation services, so the Government’s policy guidance and support is imperative. Thisarticle is analyzing policies and measures for promoting the information service industryfrom a financial and tax point of view. In this paper, first I introduced the related conceptof the information service industry, influencing factors and the role, discussed thetheoretical basis of promoting information service industry by fiscal and taxation policies, and then I explained the feasibility and necessity of supporting the development ofinformation service industry by the fiscal and taxation policies.Afterwards I through thedata to analyze the present situation of information service industry in China and relatedfiscal and taxation policies, then investigate the status and the problems of the fiscal andtaxation policies related to our information services. Finally I trying to proposerecommendations for reform and improve our existing financial and tax policy ofinformation services on the basis of learning from foreign experience, combining with thereality of the situation of the development of information service industry in China.
