Problems Of Tenders Management On Construction Projects In Yiwu And A Research On Its Countermeasures

With the rapid social and economic development, tender is constantly going deep into all respects of the social life as the most competitive method of procurement. However, many illegal operations in tendering area soon come with it. Though Yiwu is a county, it has developed economy and it is very typical among all cities with lots of construction projects and big capital. In recent years, tendering activities of construction projects in Yiwu has become increasingly standardized and the competitive environment has been optimized with the in-depth development of rectifying and regulating the construction market. However, there are still some problems. They mainly lie in the following aspects:irregular qualification examination, irregular behaviors of tenderers and tenderees, winning the tender in low price, fraud, related laws and regulations that should be further improved.The research result reveals that the most serious problem is the irregular pre-qualification and the lack of scientific application in pre-qualification evaluation and this problem brings difficulty to tender. The paper shows that the first task of further improving tenders management on construction projects in Yiwu is to establish a complete pre-qualification evaluation system. The key point is to evaluate from the following indexes:purchasing management ability, construction capacity, design management ability, experience, performance, financial capacity, the reputation of general contractor, and integrated management capabilities. In this paper, the author builds a reasonable and complete index system, constructs a pre-qualification model, introduces analytic hierarchy process, and uses the weight of AHP calculating model to confirm a point of pre-qualification result. The paper shows that people can effectively avoid irregular phenomenon, like winning tenders viciously and forcing prices down randomly, by applying analytic hierarchy process to a tender pre-qualification of a certain construction project in Yiwu, putting a tight control over pre-qualification and choosing the best supplier.The paper also shows that people should further strengthen the audit of bill of quantities, further discipline the behaviors of tenderers and tenderees, and further improve related laws and regulations on the basis of accomplishing pre-qualification well.
