Low Carbon Economy Development In Shaanxi Province

Low-carbon economy is earliest first appeared in the2003UK Energy White Paper. As a new method of economic development, which is just developed at the beginning of the21st century, it has been recognized by the international community in energy conservation, and has been well developed in China. Western developed countries have developed low-carbon economy for some time, and the low-carbon economy become mature from theory to practice. There are a lot of experiences which are worth to be learned by our country, such as green taxes in the United Kingdom. The development of low-carbon economy in China nearly started at the same as the other countries, but because of the unbalance in the economic development in China, the situation of low-carbon economy in the east and west part of China is quite different. Like Baoding and Shanghai in the east part, the low-carbon economy development is much better than it in the west part. There are also many worthwhile learning experience from the east part for the other parts to learn. Compared with the east part, the economic level in the west part is backwords. These regions are at the start-point of low-carbon economy.Shaanxi province as a demonstration of a low carbon economy in China has been actively developing low-carbon economy, but because of the relatively backward economic conditions and natural endowments, Shaanxi low-carbon economy is still in the preliminary stage of exploration. Shaanxi is one of China’s resource-rich region, northern Shaanxi has abundant coal, oil reserves, the proportion of resource-intensive industries in Shaanxi is quite great, therefore Shaanxi will meet huge pressure, high cost develops and heavy responsibility in the development of low-carbon economy. How can Shaanxi be at the top stage in a new round of economic restructuring, developing low-carbon economy is the best effective way. Besed on this reason, this paper focuses on low-carbon economy, starts from the current situation of low-carbon economy, tries to find out the problems and analyzes the reasons. Then based on resource economics, environmental economics, regional economics, sustainable development theory, valuation theory, theory of environmental management and discipline theory, conducted in-depth thinking and explore how to develop low-carbon economic development of Shaanxi.The study suggested that the very different natural and geographical conditions of natural Shaanxi divided this region into three part. There are many obvious different characteristics in types of industry, respective natural conditions, the quality of the population, so the study concluded that the development of a low-carbon economy in Shaanxi should follow the regional cooperation, industrial linkage model, under the sub-regional levels and step-by-step progress to develop low-carbon transition. Specifically speaking, the Guanzhong region’s topography is flat, there are many colleges and universities gathered here, and the high-tech industries dominated in this region. Thus Guanzhong area should rely on scientific and technological advantages, in terms of high-tech zone, green building, exhibition gardens, green transportation, to promote low-carbon economic development. In Southern Shaanxi, the climatic conditions similar to China’s southern region, forestry, fishing is the local pillar industry in Southern Shaanxi. So this region should rely on local natural resources, features, gree tourism, conservation area and other means to develop the local the low-carbon economy. In Northern part, the natural conditions are poor,, and this region is rich in resources, heavy industry as its pillar industries, northern Shaanxi should focus on the industrial structure to promote a recycling economy, environmental protection industry, clean production to develop low-carbon economy. Finally, there is a summary analysis of the various regions of Shaanxi, suggestions on low-carbon economic development in Shaanxi Province are as a whole of government decision-making, the development of related disciplines to provide a theoretical basis and support.
