Measurement And Evaluation On Low Carbon Economic Development Of China

As the 19 th Party Congress put forward to modernization in the construction of harmonious coexistence between man and nature,the building of ecological civilization has reached the destiny of the entire country and mankind.The path of green,low-carbon and sustainable development and the construction of beautiful China have endowed the new era with new connotation of socialism with Chinese characteristics.In particular,the contradiction between China's economic development and ecological environment protection has been increasingly prominent,and the growth of carbon emissions under the rapid economic growth has continued to rise,making serious problems increasingly affecting the sustainable development of economic society.Therefore,promoting the development of low-carbon economy is the most effective way to solve the ecological environment problem.In the background of the new era of ecological civilization and environmental friendly society construction,the development of low-carbon economy is the inevitable choice for our country.Based on the connotation of low-carbon economic development,this paper constructs a low-carbon economic development index system with low carbon consumption,low carbon energy,low carbon environment,low carbon technology and low carbon economy as the main content,adopts a more objective entropy weight method to measure the index weight,and tracks the development degree of low carbon economy in China.The results of measurement and evaluation of the low carbon economic development level in China are: from the perspective of subdivision,the major impact on the development level of low-carbon economy is the total amount of carbon dioxide emissions,per capita carbon emission,industrial waste water emissions,per capita GDP,per capita disposable income of urban residents,the proportion of investment in environmental pollution governance as a proportion of GDP and the proportion of the tertiary industry as a share of GDP.According to the comprehensive evaluation value of the second-grade indicators obtained from the calculation,low carbon technology support and economic development level indicators play a decisive role in the development of low-carbon economy.Based on the analysis results,this paper proposes that China further optimize the industrial structure,improve the utilization structure of resources and energy,improve the level of energy saving and carbon reduction technology continuously,and reduce the carbon emission scale by means of clean production,tax reduction and support for environmental protection industry.By establishing a low-carbon civilization integration system,the low-carbon development fund will be set up,and the low-carbon technology will be widely promoted,so as to form a comprehensive low-carbon development system.
