Study On The Measurement Of Integration Level Of Informatization And Industrialization

With the economic and social development, China’s industrial structural has been transformed into a heavy industrial age. China has entered in the middle of industrialization; Traditional industry relied on large-scale use of resources and capital investment to promote economic growth. It is severely to break down the healthy relation between the economy and the nature, the society and the environment and the human society and the nature as well. But since the1990s, the extensive application of information technology has a great role in promoting the process of industrialization. The informatization has already become the activator of modernization. Report of the Seventeenth Party Congress pointed out that we should vigorously promote the integration of informatization and industrialization to promote industrial from large to strong. The constantly profound understanding of industrialization and informatization pointed out a clear direction of the integration of informatization and industrialization. The integration of informatization and industrialization is a comprehensive, multi-level, cross-cutting process. The integration process requires the best order and rules.At present, domestic and foreign scholars has accumulated more fruitful results in the definition of informatization and industrialization. The research of the interaction between informatization and industrialization and other aspects also has some results. All these have laid a theoretical basis for the paper. But the research for the level of integration of informatization and industrialization are mostly the theoretical description. They always focus on the classification index systems of information or industrialization. There is little literature related to the comprehensive evaluation system of the integration of informatization and industrialization.Therefore, this paper is based on the previous studies, combination the content and interaction of informatization and industrialization to establish the RSG model of the integration of informatization and industrialization. Then establish an evaluation system from three aspects which are responsibility, standard and growth. At last, use the entropy method to measure the integration level of China, and propose the corresponding suggestions.Firstly, this paper established the RSG model of our country’s integration of informatization and industrialization. Based on the theories of sustainable development theory, human capital theory, national innovation systems theory and new economic growth theory, combined with the level of integration of informatization and industrialization, build the RSG model which is responsibility-standard-growth model, and from these three aspects to analysis the integration of informatization and industrialization.Secondly, the paper built the evaluation system of the integration of informatization and industrialization, and made the empirical analysis:Based on RSG model and some principles, the paper built an evaluation system from four levels. And use Entropy method to make empirical analysis of the level of integration of informatization and industrialization.Finally, propose some policies to promote the integration of informatization and industrialization. From the government point of view, put forward policies to promote the full integration of informatization and industrialization firstly. Then transforming traditional industries to achieve sustainable development; people-oriented to achieve full utilization of human resources; building self-innovation system and implementing the standard competitive strategy; developing information industry priority to boost economic growth.
