The twenty-first century is the era of information economy. The main factor determining the core distribution of profits has become technological innovation capability which is dominated by knowledge from the previous manufacturing capacity. Technological innovation capability is an important symbol of measuring a country’s economy.As the economic globalization and communication companies’ increasing competition, the core technology has become the driving force of company’s development. Communications industry needs high investment and intensive technology. Only owning core technology, enterprises can defeat the other competitors in the market. However, as China’s special economic structure, historical issues and the lack of appropriate systems, our communication enterprises haven’t enough motivation to engaging technological innovation. The outside policy environment can’t motivate the communication enterprise’s technological innovation effectively. And in the company, there’s no scientific and effective incentive mechanism. Based on this, by analyzing the problems in technological innovation, this paper has constructed an integrated incentive model and mechanisms on communication enterprise’s technological innovation.In this paper, firstly, the author elaborated the basic situation and technological innovation problems, and analyzed the success experience of Shenzhen Huawei Technology company’s innovation. Then analyzing the factors influencing technological innovation, based the market supply and demand theory, market competition theory, property theory and Principal-agent theory, the author constructed external incentives and internal incentive mechanism respectively and last built a integrated motivation model of technological innovation. The technological innovation in communications enterprise needs good outside conditions to motivate enterprises to innovate. Then business operators take some measures to stimulate employee to conduct the innovate activity. Lastly, the author proposed some related measures to keep the execution of technological innovation incentive mechanism.
