Small-medium sized enterprises in china has become one of important components of market economy and important forces of promoting employment and maintaining social stability. Therefore realizing the sustainable development of their has an important practical significance. But as market competition intensified, to realize the sustainable development, small-medium sized enterprises in china must have their own competitive advantage. For improving competitive advantage and realizing the sustainable development of small-medium sized enterprise in china, this paper looked up the domestic and foreign relevant documents and understood the current domestic and foreign research status of related issues. Then the paper carried out questionnaire survey aiming at the incentive mechanism of scientific and technological talents in Shenyang a small-medium sized enterprise and used the statistical software, such as SPSS, EXCEL, to sort and analyze collected data. The result found that the incentive mechanism of scientific and technological talents in small-medium sized enterprise universal facing following problems: economic incentive is the main, and the incentive pattern single; the incentive mechanism faultiness; lacking of good enterprise culture. Therewith, the paper used the CIM to design incentive mechanism from the following four aspects: clearing strategic objective; establishing the reasonable performance evaluation system; design inspirational and comprehensive compensation system; constructing the good enterprise culture. In a word, the paper in order to make the china small-medium sized enterprise to attract more scientific and technological talents, to arouse him or she enthusiasm and strengthen him or she the sense of attachment, then improved competitive advantage and realized the sustainable development of small-medium sized enterprise in china.
