Research On The Practice And Development Of China’s Participatory Budget

Practical process of participatory budgeting in China started from Wenling in Zhejiang Province 10 years ago. As a vital form of government budget reform, the development of participatory budget is affected by the historical, political, economic conditions. The detail mechanism in the process of the practice still need research. The core issue in this paper is how to push the non-mainstream participatory budget practice of pilot model to a wider range of construction and development. It is a process research of "one" to "all" and then return to "one". This article is based on the "question"-"problem analysis"-"problem solving"-train of thought, that the analysis of the necessity and feasibility is to specify the development of participatory budget for exploring the construction ways, and making the mechanism of participatory budget effectively.First of all, this paper combines the current research status of domestic and foreign scholars on the participatory budget, to reveal the innovation of this study point, and the theoretical and practical significance of this study. Secondly, this paper insulates some basic information of participatory budgeting in China, and summarizes the profound significance in participatory budget practice. Through the discussion of the meaning and theoretical basis is to lay a theoretical foundation for the later practice research. Thirdly, according to the practical case of participatory budget in China, this paper analyzes the participatory budget in the specific performance in the process of development. To adopt the following dimensions:the participate, the budget process, budget content and form, the performance of participation of the specific case. After the analysis, the practice area could pick up the different participatory budget practice experience. The choice of case study is mainly based on:the earliest participatory budget in Zhejiang spontaneous practice area; concentrate non-government force on Wuxi; one of eastern developed regions in Shanghai; the central developing area of Jiaozuo, and the latest case in Shunde. Last but not the least, on the basis of domestic practical experience summary, this paper introduces some abroad experience in participatory budgeting case, to sum up the foreign practice experience in different participatory budget countries, which can effectively play a enormous role of path research; Finally, according to the external and internal experience for the construction of the participatory budget practice, this thesis presents the necessity and feasibility of participatory budgeting practices.This article attempts to put the participatory budget as a whole mechanism, analyzing the concrete practice of pilot, to abstract the dynamic factors to promote participatory budget practice instead of from the perspective of public fiscal reform. To highlight the participatory budget and government relations, China’s public finance budget reform furtherly improve the specific mechanism and development direction.
