Deepening Participatory Budget

Deepening the budget system is an important part of establishing a modern financial system and promoting the modernization of the national governance system and governance capacity.Wenling City,which explored participatory budgeting earlier and more systematically in China,provided a sample for deepening the reform of the participatory budgeting system.This article explores the development history of participatory budgeting in Wenling,Zhejiang to analyze the implementation procedures of participatory budgeting,to compare the achievements made in the development of budget supervision,and to find the deficiencies in the current participatory budget supervision model.Summarize the directions and practices that can further improve the current public participation in the budget monitoring system.The study found that the participatory budgeting system lacks a formal and complete legal system as a support.There is no law that clearly stipulates the operating methods,incentives,and legal constraints.The budgeting level and transparency of local governments,especially grass-roots local governments,are not high enough to provide accurate and reliable budgets for implementation.The level of review of budgets by the public is relatively limited,it is insufficient to grasp the overall development of localities,and the participation enthusiasm is not high.Restricted the depth of participatory budgeting.So it is necessary to innovate the institutional mechanisms of the budget,improve the links between the subjects of the talks,and strengthen the mutual cooperation among the participants.It is necessary to highlight efficiency supervision,strengthen the supervision over the use of financial performance,and increase the reasonable use of budgetary funds by government departments;strengthen the oversight mechanism for budget execution,raise the level of supervision of the object to be discussed,and reduce the blindness of supervision.
