Theoretical Framework Analysis And The Empirical Study On The "Integration Of Industrialization And Informationization" Planning In The County

In recent years, with the booming development of two groups of national testareas of “integration of industrialization and informationization”, manycities and counties are getting down to push “integration of industrialization andinformationization” forward. However, for the lower level of countysocio-economic development and the specificity of the county economy, the“integration of industrialization and informationization” is still in the spontaneousor budding stage in the county. Therefore, according to the basic require-ments of the national informationization and the county economic characteristics,all parts of the “integration of industrialization and informationization” should bedesigned and arranged rationally and the whole of it should be planned from theperspective of the system in the county.This paper is at the background of the case “Research on the Planning of theProvince-level ‘integration of industrialization and informationization’ in theCounty” Test Area in Ningguo of Anhui Province”. Based on the existing theoryresearch about “integration of industrialization and informationization” and thestrategic planning, analysis framework of county “integration of industrializationand informationization” planning and related planning methodology are proposed,which will be helpful to analyze and frame the pertinence project of the county“integration of industrialization and informationization” development roundly andsystemically.The research of this paper will focus on “integration of industrialization andinformationization” planning in the county. Firstly, the background andsignificance of the county “integration of industrialization and informationiza-tion” planning studies are introduced, and the domestic and foreignresearch situation is described. Secondly, the development status and trends of“integration of industrialization and informationization” are analyzed, and theconnotation of the county “integration of industrialization and informationiza-tion”, the problems during its development and the construction idea based on point,line and plane are illustrated. Thirdly, combined with the actual situation of thecounty “integration of industrialization and informationization” planning, theanalysis framework including domain framework, service framework and development environment framework, and process framework for planning thecounty “integration of industrialization and informationization” are constructed. Onthis basis, four key aspects of planning, which is analysis of the county industrialcharacteristics, requirement analysis, plan design and plan improvement, andplanning methods such as survey methods, SST, CSF, SWOT, PEST and projectselection method about the county “integration of industrialization andinformationization” planning are discussed. Finally, the case of “integration ofindustrialization and informationization” planning in Ningguo is taken to elaborate,the content framework of the “planning” are analyzed, and the basic characteristicsand problems worthy of consideration about the “planning” are reviewed.
