The Study Of The Tobacco Industry Impact On Anhui Economic Under The Government Regulation

Anhui，as the earliest one of the provinces is countrywide flue-cured tobaccoproduction, is also the key province of cigarette production. Anhui Tobaccocompany is the first tobacco company the country to set up in recent years, taxespaid, about9.7percent of total tax revenues of Anhui fiscal, higher than thenational level of around7%. The Anhui tobacco industry is the “bellwether” of thenational tobacco reform, it is worth attention that the position of Anhui tobaccoindustry in economic growth.This article is in the tobacco industry system based on the particularity,applied industrial economics, econometrics, economics and other related theory,combined with the actual situation of Anhui tobacco industry is analyzed andstudied. Firstly, based on the analysis of Anhui tobacco industry overalldevelopment on the foundation of the state, using the regression model analysis oftobacco industry and economic growth of Anhui regression, tobacco sales Tobaccosocial cost (to human body damage need medical cost and tobacco industry causedby the external costs) of the regression relations, tobacco industry output value isobtained for each1%increase, will drive Anhui GDP growth of0.373%. Secondly,through the comparison of the economic benefits of tobacco and tobacco social cost(to human body damage need medical cost and tobacco industry caused by indirectcosts)that along with the economic development, the social cost of tobaccoincreased year by year. But economic benefits is slightly greater than the socialcost，and the difference between the two also increases year after year. Finally, thepaper points out that，in the context of tobacco control, full consideration should begiven to the development of the tobacco industry’s advantages and disadvantages,and how to keep the tobacco industry’s healthy development and promote thegrowth of Anhui economic and puts forward the corresponding policy suggestion.
