Study On The R&D Investment Performance Of Gansu

At present, the scientific and technological innovation has become one fundamental force of promoting economic development of Gansu. The study on the R&D performance of the paper is based on that, to know the present situation of the R&D activity in Gansu and make some suggestions and countermeasures to improve the capacity of scientific and technological innovation of Gansu.Firstly the paper explains the background and significance of the R&D performance study of Gansu, finishes the present situation of the R&D activity at home and abroad, and gives the research content about the paper. Then it introduces the research content of the R&D performance evaluation, and has an analysis and comparison about some existing R&D performance evaluation methods. It overviews the theory of the selected DEA model and constructs evaluation index system of the R&D activity. And then, the paper describes comprehensively the present situation of Gansu’s R&D activity, from the input and output. Then it uses the the existing data of Gansu to conduct an analysis of the DEA model, mainly from three aspects:comprehensive technical efficiency, pure technical efficiency and scale efficiency. Finally, the paper gives some countermeasures and suggestions to further improve the input and output efficiency of Gansu’s R&D activity and utilization of its R&D investment. The results of the evaluation show:Firstly, the total amount of Gansu Province’s R&D investment is little, far lower than most of other provinces’ R&D investment. The number of Gansu R&D research people is only0.93percentage of all the R&D staff in the country, and the R&D expenditure is0.64percentage of all the R&D expenditure. From microcosmic level, Gansu has not given enough attention on the R&D investment of the cities and industries.Secondly, the R&D investment structure in Gansu is irrational, and the resources allocation should be optimized. There is an extreme phenomenon in the direction of Gansu Province’s R&D investment that will gradually wide the economic development gap between different cities and industries, and is not good to Gansu Province’s sustained and stable economic development.Thirdly, Gansu Province is located in northwest of China. Due to geographical location and the level of economic development, it is at a disadvantage in attracting R&D excellent people.Finally, the performance evaluation of input and output of R&D activities is good to the timely detection of problems in R&D activities, to improve the efficiency of R&D activities.For the above analysis results, this paper recommends some conducive countermeasures and advices to improve the efficiency of Gansu Province’s R&D on structure, protection, evaluation,etc:increase investment in R&D resources, adjust R&D investment structure, improve the intellectual property laws, conduct effective R&D investment performance.
