An Empirical Research Of Provincial Technological Innovation Ability And Its Determinants In China

With the fast pace of Economic globalization, technological innovation andtechnological progress is becoming the main engine to upgrade the industrialstructure of one country or region. Every region faces the problem of how toadvance the ability of technological innovation in the fierce knowledge andtechnology competition. Therefore, the study of technological innovation andits influencing factors has great significance.The paper considers the R&D total factor Productivity is more effectivelyto measure the ability of technological innovation. Based on the DEA modelof input-oriented CRS, the paper constructs a technology innovation abilityestimation framework based on the R&D total factor Productivity, anddecomposes the china’s30provinces’ R&D total factor Productivity from2000to2010. Then, we create a random effect Tobit panel data innovationmodel and a traditional research method based on patent perspective, andanalyze the influenceing factors to the whole country, eastern region, centralregion and western region. The main conclusions of the paper include: therank pattern of R&D total factor Productivity in China is the eastern region>the central region> the western region; the whole country and three regionshas experienced “up-down-up” process of technical innovation capability; thelevel of economic development and foreign investment have positive effect onthe technological innovation, and R&D fund and R&D staffs have negativeeffect because of pursuing quantitative growth, while the secondary industryratio has no significant effect. The factor and depth affect innovationcapability are different according to different regions.On the basis theoretical analysis and empirical research, we give policyadvice on upgrading technology innovation of three regions and enhancingcompetition ability of our country: Adjusting the R&D investment structureand the efficiency; increasing the overall economic development to enhance the technology innovation ability; Applying the different technologicalinnovation policies according to different regions.
