In the low-carbon background, low-carbon transformation becomes theinevitable choice of urban sustainable development. This paper mainly studies includethe following content:(1)The data about the economic development of Lanzhou,energy consumption and green area is adopted to estimate carbon emissions, mainenergy carbon emissions, carbon emissions intensity and ecological pressure throughthe method of carbon emissions for the periods2000-2009. The results show that:①Energy consumption of Lanzhou city carbon emissions showed a trend ofincreasing year by year from the2000-2009. The carbon emission increased from786.06ten thousand tons in2000to1399.134ten thousand tons in2009. Moreover,carbon emission of coal consumption is the main factor, then is crude oil and Naturalgas minimum proportion.②Carbon emission intensity fluctuated from2000to2009and showed a trend of decline since2001.Overall, it decreased form2.214t/tenthousand yuan in2000to1.511t/ten thousand yuan in2009.③Carbon emissionsecological pressure decreased from627.88in2000to394.67in2009.(2) In this paper,the influence of the main factors of Lanzhou city carbon emissions is analyzed; thisarticle takes the historical data from2000to2009for the sample to analyze thecorrelation between every effect factors and carbon emission from energyconsumption, to identify the correlation strength between that when the factors effectalone. And then, a model named stochastic impacts by regression on population,affluence, and technology (STIRPAT) was built,and principal component regressionwas used to analyze the model, the results show that urbanization level, economicscale, household consumption level, population scale and industrial structure haveimportant driving function to carbon emission from energy consumption, andeconomic scale become the most important factor. To consume energy at the expenseof the mode of economic development will make the Lanzhou city facing hugepressure carbon emissions. Population on energy consumption carbon emissionsgenerates positive effects, while population growth will increase the city carbonemissions. Household consumption level has a significant influence to Energyconsumption carbon emissions, and the improvement of urbanization on energy consumption carbon emissions are the driving force, however the industrial structureadjustment on energy consumption carbon emissions less effect, it is related with thecurrent stage of development in Lanzhou city. In addition, the levels of technologycan inhibit energy consumption carbon emissions.(3) Based on the DPSIR conceptmodel, this paper constructed the evaluation index system of low-carbon city ofLanzhou city, and used AHP to determine the index weights, adopted the linearweighted method to calculate comprehensive index value of low-carbon citydevelopment of Lanzhou from2005to2009. According to the relevant evaluationcriteria, the results were graded to determine the low-carbon city development types.The results show that from2005to2009, the low-carbon city development state is inthe second grade and the comprehensive indicator downward overall and thedevelopment type of low-carbon city transited from high-carbon economy type toultrahigh-carbon economy type in Lanzhou city.(4) This article utilized the SWOTstrategy analysis to analyze development of Lanzhou low carbon economy thestrengths, weaknesses, opportunities and threats, made clear the developmentorientation and change of economic development strategy target. And providedecision-making reference and action guidance to accelerate the transformation of themode of economic development strategy for Lanzhou city.(5) Aiming at thedevelopment of Lanzhou low-carbon economy’s problems, the article put forwardappropriate way and countermeasures for low-carbon cities development.
