With the development of economy and society, people gradually move closer to thebig city. The development level of city is gradually improved, and city is becoming oneof the most intensive areas which people want to live in. Of course, with the rapiddevelopment of the city, it also appeared a lot of problems, such as environmentalpollution, ecological destruction, the social unstable factors and so on. People are eagerto build a beautiful homeland to survive. After the aspiration of low carbon economy,people also require to construct the low carbon city, which is a kind of new economic andsocial system with low energy consumption, low pollution and low emissions, and a kindof theory system which is suitable for city and region development coordinately. Lowcarbon city demands both the city residents and social production, consumption not onlyto save energy and reduce carbon dioxide emission to ensure rapid economic growth, butalso rationally use energy which is not at the expense of the environment. The mainsymbol of low carbon city is high efficiency of the energy use, maximum optimization ofthe energy structure and the rational consumption behavior. This article is put forward atthe premise that people want to meet the requirement of the social and economicdevelopment.The paper chooses Shenyang as the research object. The city of Shenyang is one ofthe heavy industry city and the largest city in Liaoning province, whose carbon emissionlevel is highly representative. Improving the present development situation of Shenyanghas a strong reference to Liaoning Province, to the northeast area and even to thecountrywide city. Firstly, this paper introduces the concept of low carbon city and themain contents, such as the carbon footprint, the decoupling theory, the Kuznets curve andthe city mine theory, which plays an important role in building a low carbon city;Secondly, this paper elaborates the low carbon city index, domestic and overseasexperience and enlightenment, which has profound meaning in the low carbon cityconstruction. After the discussion of basic theory, this paper focuses on analyzing thepresent economic development of Shenyang city and carbon emission from the aspect ofconstruction, transportation, industry and so on; And then it also describes the problems of building a low carbon city in Shenyang, for example, the problem of fossil fuel use,the problem of car exhaust emission, the problem of industrial structure issue, and theproblem of city greening and technical issues; And then this paper describes the causes ofthe problems, which are the inhabitants of energy consumption, industrial production,transportation, government inadequate governance; And then it analyze Shenyang carbonemissions situation by the decoupling theory model, carbon contribution factor modeland the construction of low-carbon city concept model; Finally it comes tocountermeasure for Shenyang to further improve the construction of low carbon city.,which includes, in the aspect of the energy conservation and emission reduction, usingthe energy-efficient materials, strengthening the awareness of energy, changing theconsumption consciousness, making the rational city plan, optimizing the traffic structure;and in the aspect of optimizing the environment, building a garden city, expanding greenarea, strengthening waste recycling, and using carbon sequestration technology. Throughthese countermeasures and proposals, it can provide useful help to build a low carboncity in Shenyang.
