Following China’s urbanization rate has exceeded 50% in 2011, the level of urbanization in our country beyonds the global average for the first time in 2012, Chinese social structure has achieved historic transformation. China’s urbanization rate is expected to reach 56%-60% and urban population to reach eight or nine hundred million in 2020, which presents great challenges to energy, environment and ecological protection. Before that, China is still in a process of rapid urbanization. After that, the process of urbanization will enter the stable and slow development stage, In China, the two driving forces of energy consumption and carbon emissions are urbanization and foreign trade. The 18th report takes urbanization as a major means of promoting strategic economic restructuring in the future. The central economic working conference proposed to improve the quality of urbanization following the path of intensive, intelligent, green, low-carbon development. Low-carbon urban construction can promote urbanization process in a low-power, low-emission way. Therefore, changes in the development path of China’s urbanization, the transformation of economic development are closely related to the construction of low-carbon urban. The development of low-carbon cities and towns is without delay.Town plays very important role in our economic and social development in China, which is a combination of urban and rural areas and as "transfer station" to strengthen rural-urban linkages. But China’s urban construction has been seen as a typical example of "three high" (high energy consumption, high emission and high pollution). With "low carbon" guide today, as important part of the urbanization, urban construction and management is bound to be the focus of low-carbon urban construction. Therefore, low-carbon urban construction will be an important part of the construction of a low-carbon economy. Appraisal is an essential foundation of management during the process. The establishment of a low-carbon urban comprehensive evaluation system is to reflect and evaluate the results of the construction objectively and fairly. Through the establishment of scientific index system and the improvement of assessment methods, basis can be provided for scientific decision-making and guidance.The paper chooses Qingdao specifically for the study. Analysis of energy consumption and carbon emissions in Qingdao and the four country-level cities (Jiaozhou, Jimo, Pingdu, Laixi) during the past 10 years is the first step. After that, factors caused carbon emission are identified by STIRPAT model. With the fuzzy evaluation method and the variation coefficient method, low-carbon urban evaluation system of Qingdao is built and the results are verified by time-series data and cross-sectional data. Finally countermeasures targeted construction of low-carbon urban in Qingdao are proposed. Articles choose Qingdao and county-level city as empirical study for two reasons:first, Qingdao become the first low carbon pilot cities in Shandong province in 2013. Development of low-carbon town is a microcosm of the nation, which has a representative; Second, considering the availability of data, better basis can be obtained in Qingdao and the surrounding towns by lots of preliminary research work.
